This Accord is effective from the 29th day of April 2013.

WHEREAS the Métis National Council is the national and intergovernmental representative of Métis people and formulates policy and programs for Métis social and economic development;
AND WHEREAS the Métis National Council and the Government of Canada highly value a constructive relationship based on working towards objectives of mutual interest;
AND WHEREAS the Government of Canada and the Métis National Council have been working collaboratively under the Métis Nation Protocol of September 5, 2008, to improve the quality of life outcomes for Métis people;
AND WHEREAS the Métis National Council is seeking a self-government agreement and government-to-government financing arrangements;
AND WHEREAS governance, fiscal transparency and accountability, and administration of federal government programs by Métis institutions are priorities in the Métis Nation Protocol;
AND WHEREAS the Métis National Council has been working with the support of the Government of Canada in the development of a Métis Nation constitution and a national one person one vote ballot box election for national president;
AND WHEREAS the parties acknowledge the importance of the Métis National Council in working with the Government of Canada on policy and program development in support of Métis economic development and job creation.
AND WHEREAS the parties recognize that Métis National Council capacity requires reliability and flexibility in its funding from the Government of Canada;
AND WHEREAS the parties recognize that strengthening the transparency and fiscal accountability of the Métis National Council is integral to new fiscal arrangements;
AND WHEREAS the Government of Canada places a priority on Aboriginal organizations and governments managing public funds they receive with integrity, transparency and accountability to its members, the Government of Canada and all Canadians and in a manner that delivers results for all parties;
Therefore, the parties agree to continue working together to ensure that the MNC strengthens its governance system and is financially transparent and accountable to its members and all Canadians.

4.1 Beginning in fiscal year 2013-14 the MNC undertakes:
- The posting of financial information on the organization’s web site within 120 days of the end of the fiscal year provided block funding is in place by April 1, 2014; [Note 1]
- The development, approval and on-line posting of a strategic plan, annual operational plans and policies that guide internal organizational procedures. [Note 2]
- For fiscal year 2013-14, to commit to provide core funding and project funding within 60 days of it being approved and aim for this to be as early as possible in the fiscal year.
- Enter into a block funding agreement or another funding agreement acceptable to both parties by April 1, 2014, provided the MNC is in good financial standing and in compliance with all terms and conditions of its current funding agreements.
- To post MNC Audited Financial statements on departmental web-site.
