The Government is committed to helping the Canadian air industry increase its access to international markets which in turn benefits domestic businesses, shippers and travelers.
To this end, on May 22, Prime Minister Stephen Harper announced a framework for an expanded and modernized air transport agreement between Canada and Peru, which reflects growing bilateral relations. This framework is expected to replace the 1955 bilateral Air Transport Agreement.
The successful conclusion of negotiations sets the stage for more flights, which will benefit passengers and businesses.
Upon application, the Agreement will provide:
- access to all points in Canada, Peru and select third countries for own-aircraft services;
- no limit on the number of airlines permitted to operate;
- a vast number of flights permitted for passenger services;
- unlimited flights for all-cargo services;
- a fully flexible pricing regime; and
- an open regime for the operation of code-share services, including with airlines of third countries.
Canada’s Blue Sky policy encourages long-term, sustainable competition and the development of new or expanded international air services. Under this policy, the Government of Canada has concluded new or expanded air transport agreements covering over 70 countries, including:
- Open Skies-type agreements with 16 countries: Ireland, Iceland, New Zealand, Barbados, the Dominican Republic, Costa Rica, South Korea, El Salvador, Switzerland, Jamaica, Trinidad & Tobago, Brazil, Nicaragua, Honduras, Curaçao and Sint Maarten.
- Expanded agreements with 15 countries: China, Japan, Cuba, India, Mexico, Singapore, the Philippines, Jordan, Turkey, Pakistan, Saudi Arabia, Morocco, Egypt, Algeria, and now Peru.
- New first-time agreements with 17 countries: Kuwait, Serbia, Croatia, Panama, South Africa, Ethiopia, Tunisia, Qatar, Colombia, Senegal, Kenya, Sierra Leone, Rwanda, Bahrain, Uruguay, Paraguay, and the Gambia.
- A comprehensive air transport agreement between Canada and the European Union’s 27 member states.
