Lévis, August 22, 2013 – Acting on behalf of the Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister of the Economic Development Agency of Canada for the Regions of Quebec, Jacques Gourde, Member of Parliament for Lotbinière–Chutes-de-la-Chaudière, today joined André Villeneuve, Member of the Quebec National Assembly for Berthier and Parliamentary Assistant to the Minister of Municipal Affairs, Regions and Land Occupancy (Municipal Affairs Component), acting on behalf of Sylvain Gaudreault, Minister of Municipal Affairs, Regions and Land Occupancy, Minister of Transport and Member of the National Assembly for Jonquière, in announcing during a site visit that the City of Lévis will receive $2,663,188 in joint government funding under the Large Urban Centres Component of the Building Canada Fund – Quebec to establish a drinking water supply system in the Sainte-Hélène-de-Breakeyville sector.
“Equipping communities with the modern infrastructure that is essential to the health and safety of the population remains one of our Government’s key objectives. That is the message we are sending today by granting funding to the City of Lévis to carry out the hook-up work needed to improve the drinking water supply for Boutin district residents in the Sainte-Hélène-de-Breakeyville sector,” said MP Jacques Gourde.
“I am very pleased about the financial assistance we are awarding to the City of Lévis today to carry out major water infrastructure work. Our Government wants to ensure all citizens access to quality infrastructure. That is why it is lending its support to the Boutin district project in the Sainte-Hélène-de-Breakeyville sector, which helps the City of Lévis meet the requirements of Quebec’s Regulation respecting the quality of drinking water (RQEP). By providing quality drinking water in adequate supply, the city is helping improve the community’s health and well-being for years to come, while also enhancing its public services for all, with a focus on sustainable development,” added MNA André Villeneuve.
This project involves developing a six-kilometre water system to bring the drinking water supply infrastructure up to standard in the Sainte-Hélène-de-Breakeyville sector in Lévis. Summarily, work will consist of laying water mains in the Boutin district under Boutin Nord, Boutin Sud, de la Chaudière, Gagné and Saint-Augustin avenues, as well as under Cantin, du Cap, Labonté and Place des Hauts Bois streets, including service connections and fire hydrants. This work will enable the City of Lévis to improve the quality of the drinking water and thus offer better quality drinking water to about 655 people in this sector.
Under the BCF-Q, completion of this initiative will require a total investment of $3,994,780, based on the project’s eligible costs. The governments of Quebec and Canada will each contribute $1,331,594, for a total of $2,663,188 in joint government funding, while the City of Lévis will invest $1,331,592.
The Large Urban Centres Component of the Building Canada Fund – Quebec is a cost-sharing initiative to finance infrastructure projects in Quebec municipalities of 100,000 inhabitants or more. These cities can use this financial assistance to revitalize such public infrastructure as water treatment plants, water supply systems and cultural and sports centres.
The Quebec government’s contribution to this project is being made under the 2013-2023 Quebec Infrastructure Plan unveiled in April. This 10-year plan, which provides for a total investment of $8.1 billion under the municipal infrastructure component, will have a major impact on the Quebec economy, creating or maintaining an average of nearly 60,000 jobs a year.
This plan signals a shift in the way of investing in and managing public infrastructure. This new method will enable the province to assess needs prospectively in accordance with Quebec’s priorities, properly measure associated costs and make informed choices.
