Dr. K. Kellie Leitch, Minister of Labour and Status of Women, today issued the following statement on Proposed Amendments to Canada’s Labour Code.
As the Minister of Labour, the health and safety of Canada’s work force is my number one priority.
The proposed amendments to Canada’s Labour Code are about streamlining processes to achieve better health and safety outcomes for businesses, workers and all Canadians.
Consider this, over a 10 year period, 2000 to 2010, more than 80% of the refusals to work have been determined to be situations of no danger, even after allowing appeals. These requests have put a strain on resources and have prevented a higher number of proactive interventions by health and safety officers.
These proposed amendments will address this situation and at the same time preserve the fundamental rights of workers.
Let’s be clear, the right for the worker to refuse dangerous work has not been affected. Recourse mechanisms will always be available to workers and employers, with Health and Safety Officers available 24/7 to address issues raised by employees and employers.
Employers remain responsible for providing workplaces that are safe and healthy, whether the danger is imminent, serious or a future risk.
There is no reduction or elimination of Health and Safety Officers and they will continue to enforce the Canada Labour Code.
Our Government remains focused on the economy and keeping Canadian workplaces safe, fair and productive.
