The Government of Canada is committed to deepening its strong and diverse relationship with Peru. To this end, on April 10, 2014, Prime Minister Stephen Harper and His Excellency Ollanta Humala Tasso, President of the Republic of Peru, witnessed the signing of a Social Security Convention between Canada and Peru.
The Social Security Convention will enable Canada and Peru to coordinate the operation of Canada’s Old Age Security and Canada Pension Plan programs with the comparable pension programs of Peru.
This new Convention will benefit Canada and Peru by:
- Helping eligible individuals in both countries qualify for old age, disability and survivor benefits based on their affiliation to each country’s pension system; and,
- Permitting continuity of social security coverage when an employee is sent to work temporarily in the other country and eliminating situations where the employer and employee might have to contribute to two countries’ social security programs for the same work. As a result, employees who are sent by their Canadian employers to work temporarily in Peru will continue to contribute to the Canada Pension Plan and be exempt from contributing to the comparable pension programs in Peru for the same work. The Convention will also exempt Canadian employers from paying Peruvian pension plan contributions for their employees sent to work temporarily in Peru. This will result in substantial savings. As well, Peruvian companies and their employees sent to work in Canada will also benefit from the same advantages.
The Convention between Canada and Peru will enter into force after both countries have completed their respective legal procedures.
Canada has signed a total of 58 international social security conventions, of which 54 are in force with the following countries:

In addition to Peru, agreements have also been signed with Brazil, India and Serbia but are not yet in force. They will enter into force once Canada and each of these countries have completed their respective legal processes.
