GATINEAU, Quebec, May 6, 2014 – The Honourable Diane Finley, Minister of Public Works and Government Services, today responded to the findings in the Auditor General Spring 2014 Report for which her department has responsibility.
“I thank the Auditor General for his review of two of our previous procurements—the Integrated Relocation Program (IRP) and Building Services Management. We accept his recommendations.
“The outsourcing of building management services has resulted in $450 million in savings for Canadian taxpayers. In addition, it contributes to job creation and economic prosperity as thousands of small and medium size businesses receive work as sub-contractors of these services every year.
“PWGSC will continue to look for administrative improvements in our building maintenance contracts. A number of changes have already been implemented, including applying greater controls and oversight functions for these contracts.
“We are pleased that the Auditor General found that the majority of established processes were followed for the 2009 procurement of relocation services.
“A fairness monitor oversaw the 2009 procurement process and concluded that the procurement was conducted in a fair, open, competitive and transparent manner.
“In his report, the Auditor General points out the importance of competition. In this and all contracts, we certainly acknowledge the importance of ensuring competition in the procurement process—and we must also always aim to deliver the best value for taxpayers.
“While my department is committed to continuing to make improvements in the procurement of IRP services, our Government will conduct a review of the actual benefits associated with the program to ensure good value to the taxpayer.”
