The Government of Canada today invited Signature on the St. Lawrence Group, Saint-Laurent Alliance (SLA) and St. Lawrence New Bridge Partnership to participate in a Request for Proposals (RFP), a major milestone for the new bridge for the St. Lawrence corridor project.
The RFP is the second stage of this competitive procurement process. It will result in the selection of a private-sector partner to design, build, finance, operate and maintain the new bridge for the St. Lawrence corridor, which will replace the Champlain Bridge. The RFP contains technical specifications with which the three consortia will have to comply to ensure that the new bridge is safe and reliable, has a 125-year design life and meets the needs of the population. They will also have to comply with the architectural requirements presented by Minister Lebel on June 27, 2014.
The Government of Canada will award a contract to the consortium that meets the technical requirements at the lowest cost to ensure the best value for Canadian taxpayers.
The project is on time, with construction set to begin in the summer of 2015. The Government of Canada is committed to having the new bridge for the St. Lawrence in service in 2018 and to having the remainder of the corridor project, including the reconstruction of Autoroute 15 and the new Île des Sœurs Bridge, completed by 2020.
An independent fairness monitor reviewed the Request for Qualifications for the new bridge for the St. Lawrence corridor project and attested it was a fair, open and transparent process.

The Government of Canada has implemented an open, fair, competitive and transparent contracting process for the new bridge for the St. Lawrence corridor project based on a commercially accepted public-private partnership procurement approach and laws and policies that apply to federal procurements. The three consortia were required to comply with all applicable laws and PWGSC’s Integrity Framework.
The Request for Qualifications (RFQ) was the first stage of the procurement process, during which respondents were evaluated on their qualifications to carry out the project. Following a rigorous, objective, consensus-based evaluation of the RFQ responses, a Request for Proposals (RFP), the second stage of the competitive procurement process, was issued to the three highest-ranking qualified consortia. This process will result in the selection of a private-sector partner to whom the Government of Canada will award a contract for the new bridge for the St. Lawrence corridor project.
The procurement process is being followed closely by an independent fairness monitor, who concluded that the RFQ phase was fair, open and transparent.
The three highest-ranking qualified consortia will submit fully developed binding technical proposals that will contain engineering and construction plans and rigorously defined technical elements—including the architectural requirements announced on June 27, 2014—and financial proposals that demonstrate accepted sound financial backing. The lowest priced, technically compliant proposal will be chosen.
The RFP document reflects established public-private partnership procurement best practices and was inspired by project RFPs widely accepted by the market.
The selected consortium will be announced in late April 2015, construction is set to begin summer of 2015. The private-sector partner will then be responsible for delivering the project by a fixed date and at a fixed cost.
The new bridge for the St. Lawrence is the priority project component and will be in service in 2018. The other components of the corridor project, including the reconstruction of Autoroute 15 and the new Île des Sœurs Bridge, will be completed by 2020.
