September 26, 2014 - Foreign Affairs Minister John Baird today announced the following diplomatic appointments:
Paula Caldwell St-Onge becomes Ambassador to the Republic of Haiti.
Artur Wilczynski becomes Ambassador to the Kingdom of Norway.

Paula Caldwell St-Onge (BSc, Queen’s University, 1987), a recipient of the Head of the Public Service Award (Excellence in Policy) and recipient of the Queen’s Golden Jubilee Medal, began her career with the public service in 1989 and held progressively more senior positions in the Federal Environmental Assessment Review Office, the Privy Council Office and Environment Canada, culminating in her appointment as director general of national programs and policy at Environment Canada. In 2005, she joined International Trade Canada, serving as senior trade commissioner in Saõ Paulo and then as minister counsellor (trade) in Mexico City and, most recently, as consul general in Dallas. She is married to Daniel St-Onge, and they have one daughter. Ms. Caldwell St-Onge succeeds Henri-Paul Normandin.
Artur Wilczynski (BA [Political Science], Carleton University, 1991; MA [International Relations and Conflict Studies], Carleton University, 2006) worked as a legislative and executive assistant and as senior policy adviser to the Secretary of State for Multiculturalism and the Status of Women prior to joining Canadian Heritage in 1999. Mr. Wilczynski served as manager for multilateral relations, international relations and outreach and director for international relations and outreach with Canadian Heritage; subsequently, he took up the position of director of strategic policy with Public Safety Canada. He remained with that department until 2010, holding the role of director general of strategic policy and planning, then of director general of international affairs and border policy. Mr. Wilczynski joined Foreign Affairs and International Trade Canada as the departmental security officer and until recently was director general of the International Security and Intelligence Bureau. He is married to Randy Stocker. Mr. Wilczynski succeeds David Sproule.
