The Government of Canada is committed to helping Ukraine meet its reform and security objectives. To this end, on June 6, 2015, Prime Minister Stephen Harper announced the following new projects to help strengthen democracy and reform the country’s security sector:
Size of deployment and timeframe: Up to ten police officers
Implementing partner: Canadian Police Arrangement (CPA) between the Department of Foreign Affairs, Trade and Development, Public Safety, and the Royal Canadian Mounted Police
Funded and implemented through the CPA, Canada will deploy up to ten police officers to Ukraine to help reform the country’s security sector. Canada is partnering with the United States and the Ukrainian Ministry of Interior on a large-scale initiative to build a new civilian patrol police force. Canadian police officers will be deployed to assist Ukraine in training this new force.
Canadian police will also be deployed to the European Union Advisory Mission (EUAM) for Ukraine, starting in May. EUAM Ukraine’s mandate is to provide strategic advice for the development of effective, sustainable and accountable security services.
Cost and timeframe: $5 million (May 2015-March 2016)

Through support provided by Foreign Affairs, Trade and Development Canada’s Global Peace and Security Fund, Canada is partnering with the United States and the Ukrainian Ministry of Interior on a large-scale reform initiative to build a new civilian police force in Ukraine. The objective is to change the way that police interact with the public and handle crime prevention and emergency response. The new patrol police forces will be established in five cities across Ukraine: Kyiv, Lviv, Odessa, Kharkiv, and Dnipropetrovsk. Canada’s support will focus on community policing initiatives, in-service training, public outreach and engagement, as well as the provision of new equipment such as basic protective gear and uniforms for the police force. This project complements the Canadian Police Deployments to Ukraine initiative outlined above.
