Required by the Labrador Innu Nation’s Land Claims Agreement-in-Principle (AIP), the Park Impacts and Benefits Agreement (PIBA) ensures that the management of the national park reserve respects and reflects the rights and interests of the Innu and provides for the continued use by Innu of the national park reserve and its resources.
A major objective of the PIBA is to provide a framework for cooperative management and planning of the national park reserve by the Innu and Parks Canada, including the establishment of a Cooperative Management Board with the Innu and Parks Canada each appointing two members and an independent chair.
The PIBA includes a commitment by Parks Canada to consult the Innu Nation on the development of the park management plan and take into account available Innu knowledge in park management.
The PIBA recognizes the rights of the Innu to continue to carry on traditional renewable resource harvesting activities throughout the national park reserve. These rights will be further defined in the final land claims agreement.
Parks Canada will establish an administration office, visitor reception and orientation centre in the Upper Lake Melville region. Parks Canada will incorporate Innu concepts of land use and history in the heritage presentation program for the national park reserve and will involve the Innu in the development and implementation of such heritage presentation programs.
Both the Innu and Parks Canada are committed to achieving Innu participation employment and Innu business opportunities with Parks Canada in the Labrador Innu Settlement Area.
