CNSC invites comments on reporting requirements for waste nuclear substance licensees, Class II nuclear facilities, and users of prescribed equipment and radiation devices

The Canadian Nuclear Safety Commission (CNSC) is opening the comment period on draft REGDOC-3.1.3, Reporting Requirements for Waste Nuclear Substance Licensees, Class II Nuclear Facilities and Users of Prescribed Equipment, Nuclear Substances and Radiation Devices. The deadline to submit comments is February 15, 2019.

This regulatory document is an update to draft REGDOC-3.1.3, Reporting Requirements for Class II Nuclear Facilities and Users of Prescribed Equipment, Nuclear Substances and Radiation Devices. The wording “waste nuclear substance licensees” was added to the title of REGDOC-3.1.3 to reflect new content about waste nuclear substances. The new content is highlighted throughout the document.

REGDOC-3.1.3 sets out requirements and guidance for reporting to the CNSC by licensees of waste nuclear substances, by Class II nuclear facilities and by users of prescribed equipment, nuclear substances and radiation devices. Reporting requirements include reports on events, notifications and annual compliance reports.

REGDOC-3.1.3 does not establish any new requirements, but rather provides guidance on existing requirements under the Nuclear Safety and Control Act  and its associated regulations. This regulatory document also presents the types of reports required and applicable timeframes for reporting.

The CNSC regulates the use of nuclear energy and materials to protect health, safety, security and the environment; to implement Canada’s international commitments on the peaceful use of nuclear energy; and to disseminate objective scientific, technical and regulatory information to the public.
