Appointment Delegation and Accountability Instrument – Appendix C 2– Specific arrangement for sub-delegation to the Federal Ombudsman for Victims of Crime (Department of Justice)
The Deputy Head of Justice Canada may sub-delegate his/her appointment and appointment-related authorities to any office holder of the Federal Ombudsman for Victims of Crime (FOVC).
This arrangement is effective April 1, 2016, with the following terms and conditions:
- The Deputy Head of Justice Canada will remain accountable to the Public Service Commission (PSC) for all appointment and appointment-related decisions made by the FOVC and by any sub-delegated persons of the Office of the FOVC under this specific arrangement.
- It is understood that the FOVC and any sub-delegated persons of the Office of the FOVC will complete the required staffing training as identified in Justice Canada’s sub-delegation instrument, before they may be sub-delegated appointment and appointment-related authorities.
- Authorities will be sub-delegated and exercised in accordance with the Appointment Delegation and Accountability Instrument and any conditions, limitations and/or restrictions imposed by the PSC.
- As part of their organizational monitoring, Justice Canada is expected to monitor the use of sub-delegated authorities by the FOVC and by any sub-delegated persons of the Office of the FOVC under this specific arrangement.
