As per the Treasury Board Secretariat's Directive on Delegation of Spending and Financial Authorities, the department must update the delegation chart when a new minister is appointed and submit it for the minister's signature within 90 calendar days of his or her appointment date. The chart establishes the positions and levels to which certain of the minister's authorities may be delegated to ensure operational and administrative efficiency.
Background
The department's delegation of authorities instrument is comprised of the delegation of authorities signature documents and 16 matrices grouped into 5 schedules:
- Matrices: Each matrix links and groups authorities by their source or subject matter and identifies delegated authorities by position level
- Schedule 1: Department-wide authorities—Operational authorities required to manage departmental operations (6 matrices)
- Schedule 2: Real property authorities—Authorities required for the provision of real property government-wide services (4 matrices)
- Schedule 3: Procurement authorities—Authorities required for the provision of government-wide procurement services (4 matrices)
- Schedule 4: Receiver General authorities—Authorities to fulfill duties as Receiver General for Canada (1 matrix)
- Schedule 5 (new): Access to information authorities, privacy and true copies authorities—Authorities necessary to respond to requests related to Access to Information Act and regulations, as well as to Privacy Act and regulations, and certification of true copies which falls under section 25 of the Department of Public Works and Government Services Act
Current status
Until the new instrument is approved, the current instrument will remain in force and the department will continue to execute its mandate under the approved delegation levels. You will be briefed in detail on delegations.
