Property Management Services (RP-4 National Capital Region)
Program Background
On November 14th, 2024, Public Services and Procurement Canada (PSPC) awarded a contract to BGIS Global Integrated Solutions Canada LP/BGIS Solutions Globales Intégrées Canada S.E.C for Property Management Services in the National Capital Region (RP-4 NCR). PSPC manages one of the largest and most diverse portfolios of real estate in the country. It provides federal departments and agencies with cost-effective office and common use space that supports the delivery of programs and services. This contract includes property management services, project delivery services, and tenant and facilities management services. The contract inventory includes Crown-owned assets under the custodianship of PSPC, as well as those under the custodianship of other government departments (OGDs). The majority of assets in the contract inventory are composed of general-purpose office space.
Key Findings
In accordance with the Cabinet Directive on Strategic Environmental and Economic Assessment (SEEA), a detailed strategic environmental and economic assessment was completed via the Climate, Nature and Economy Lens template. The proposal triggered further Strategic Environmental Analysis due to the potential for significant emissions impacts. This was a result of the large real property portfolio affecting multiple federal departments that is covered under the contract and the use of data centres. The conclusion of this analysis was that the overall impact is undetermined. But it is unlikely to be significant due to mitigation measures such as the requirement that the Contractor participate in Canada’s Net Zero Challenge (or equivalent). Additionally, they must create and put in place a sustainability program that helps Canada to reach its reduction targets.
The SEEA did not detect any important economic effects. As such, no strategic economic analysis was undertaken.
