National Master Standing Offer (NMSO)
What do we buy
Public Services and Procurement Canada seeks to establish NMSO for government departments, agencies, Crown corporations, and organizations participating in Canadian Collaborative Procurement Initiative (CCPI) across Canada, including those located in Comprehensive Land Claims Agreement (CLCA) areas.
Only accredited law enforcement organizations will be authorized to make purchases under this NMSO.
This procurement tool is used for the supply and delivery of approved breath analysis instruments on an as-and-when requested basis, including related consumables and services such as:
- training
- warranty
- maintenance services
These approved breath analysis instruments differ from the approved screening devices for alcohol, which are roadside units used for the initial detection of alcohol. The breath analysis instruments covered under this requirement are intended for official evidentiary testing in impaired driving investigations. Their results are admissible in court and form a critical part of the legal process.

- The request for standing offer (RFSO) will be a competitive process based on a list of approved breath analysis instruments
- Offerors must provide a fixed, all-inclusive price for the first year
- The qualification process will include mandatory technical criteria and point-rated criteria
- 1 standing offer (SO) will be issued for this requirement for a 10-year period
- The SO will be awarded to the offeror with the highest combined technical and price score
