National Master Standing Offer (NMSO)
What do we buy
Public Services and Procurement Canada seeks to establish a NMSO for the government of Canada's departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
The NMSO is a sole-source procurement with Michelin North America as the sole offeror.
This procurement tool is used for the purchase of various sizes of military tires. Examples of vehicles that use these tires include:
- Armored personnel carriers
- Airport crash response trucks
- Police force tactical vehicles
- Heavy duty vehicles
- Large off-road vehicles
How do we buy
- Military tires are procured through Standing Offers (SO)
- This SO includes multiple sizes and specifications of military tires commonly used on Military Vehicles
- An Advance Contract Award Notice (ACAN) has been posted, with the intent to award a single NMSO to Michelin North America
- The ACAN can be challenged up until the NMSO is awarded
- The offeror will submit pricing based on Manufacturer's Suggested Retail Price (MSRP), minus a fixed percentage. This will allow this procurement tool to remain in effect for up to 5 years while ensuring good value for users

Buy Canadian Policy: the policy on prioritizing Canadian suppliers and Canadian content in strategic federal procurements will be applied to this requirement.
