Job Summary
- Manage the activities of the section by developing plans, objectives and procedures, directing employees, assigning work, recommending training, providing guidance and evaluating work performance.
- Conduct analysis of HR data and provide forecasting trends and advice pertaining to recruitment of operational and non-operational employees.
- Coordinate HR strategic planning activities by providing strategic, annual, central planning and forecasting services.
- Advise managers and staff on approaches to problems and issues by conducting studies, writing reports and making recommendations to the Chief.
- Develop HR planning criteria and framework by conducting research and analysis of client’s needs.
- Act as a resource person by providing advice and policy interpretation to HQ and regional managers/employees on human resources policies, procedures and practices.
- Prepare correspondence, reports, briefing notes and assessments.
Education
- Undergraduate degree
- University Certificate or College diploma
- An acceptable combination of relevant education, training, and experience may be considered.
Degree must be delivered from a recognized post-secondary institution with acceptable specialization in human resources, labour or industrial relations, public or business administration, psychology, organizational development, education sciences, social sciences, sociology or any other field related to the position.
The degree must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
Experience
Experience is defined as:
- Experience in researching, analysing, providing advice and recommendations to management to resolve **complex human resources issues in accordance with policies and procedures.
- Experience writing briefing notes, case summaries, reports, responses or recommendations on human resources matters.
- Experience managing staffing and recruitment processes, developing job postings, assessment methods and candidate selection criteria.
- Experience interpreting and analysing human resources data and information (e.g., staffing data, reports, or workforce trends) to support the planning of resourcing decisions, including supporting client staffing and recruitment needs.
Assets
An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Positions will be staffed based on the selection decision principle and operational priorities.
- Experience in leading or guiding teams.
This criterion is not limited to formal supervisory experience, but rather the demonstration of skills required to plan, coordinate, control, and lead. This includes supervisory roles or regular task assignment to team members.
