Head, Intelligence Analyst

The Head is responsible for managing the activities of a Unit that researches and produces analytical reports and intelligence products in support of clients, decision makers, and investigations.

Major responsibilities include:

• Manage the activities of the unit by developing production plans and formulating objectives based on Government of Canada (GoC) priorities and client requirements.
• Direct employees by assigning work, recommending learning objectives/training/needs/development opportunities, approving leave, establishing priorities and evaluating work performance.
• Prepare, coordinate and review intelligence products, briefing material and other management documents by verifying and challenging content information, ensuring writing standards are adhered to and ensuring analytic processes are appropriately applied in order to meet GoC clients' intelligence requirements.
• Provide advice and leadership on corporate matters, business processes and production priorities.
• Prepare and deliver verbal briefings and presentations for internal and external clients.
• Review expenditures and provide advice on budgetary planning.
• Liaise internally with clients/colleagues and promote collaboration with other program Heads.
• Liaise externally with both national and international partners/government agencies, representing the Service in the exchange of information or by participating in interdepartmental working groups to support the strategic partnership of GoC clients.

Education

Undergraduate degree and five (5) years of relevant experience*.

The undergraduate degree must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Any higher level of education (i.e.: Masters, Doctorate) in a related field of study could be recognized as experience.

Experience

*Experience is defined as the following:

• Producing or supervising the production of complex** reports such as briefing material or intelligence products on national security or intelligence topics relevant to an area of specialization identified for the position.
• Preparing and delivering presentations and verbal briefings to internal and external decision makers (at an executive level).
• Developing and maintaining partnerships with national security stakeholders, such as other government departments or international partners.

 

** Complex is defined as relating to matters that have at least two (2) of the following characteristics: involving multiple issues, highly sensitive, time sensitive, of relevance to multiple stakeholders.

Assets

An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Positions will be staffed based on the selection decision principle and operational priorities.

• Experience in a supervisory role***
• Experience with national security investigations.
• Experience in policy development within the Government of Canada.
• Experience advising, guiding or mentoring analysts.
• Experience in, or exposure to methods and techniques used, to collect information / data necessary to advance intelligence investigations and operations.
• Experience with specific thematic subjects of interest to CSIS programs (ex: counter-terrorism, counter-espionage, cyber, etc.)

 

Formal supervision entails the day-to-day planning, organizing, directing, controlling and performance of the work of others (team) in achieving / attaining results within an organization. These skills may have been acquired through work experiences within the Service or outside. Tasks may include:

• Developing strategies to support activities within the organization and helping the team understand the goals / objectives.
• Encouraging participation, developing talent, setting objectives and providing performance feedback to employee
• Identifying issues and resolving workplace problems such as absenteeism, conflict.
• Scheduling work hours
