Overview

  • Responsible for establishing and delivering enterprise-level information technology (IT) infrastructure services and standards for the Government of Canada. Also responsible for managing data centre facilities, establishing computing environments for Shared Services Canada (SSC) and its partner departments across all computing platforms, as well as providing related technical support and certification.

Key Functions

Service Delivery Management

  • Delivering IT services for all SSC partners and clients
  • Service level and availability management, capacity and demand management, continuity management, and financial management pertaining to the delivery of projects and services to partners and clients
  • Delivering key partner projects and supporting the transformation projects that have a direct impact on partners, working closely with the Strategy Branch Account Management team

Service Management

  • Establishing enterprise standards for Government of Canada IT services and aligning IT service management to optimize enterprise services and resources
  • Comprised of Service Strategy and Design (Service Management Framework, Service Catalogue Design and Performance Reporting), Service Transition and Service Operations (help desk, command centre, request fulfillment, and incident/problem/event management)
  • IT Service Management tooling strategy and requirements definition, IT service continuity management, contract consolidation and vendor management

Facilities Management

  • End-to-end management of data centre facilities, including maintenance of facilities (legacy and end-state), building new capabilities and capacity in the end state, as well as decommissioning legacy data centres

Project Management

  • Project portfolio management, project financial controls and monitoring
  • Standardizing methods of project management, practices and governance
  • Building project management capacity through the delivery of programs and projects

Mid-range and Storage

  • Provision of computer hardware, enterprise storage in disk provisioning, data protection in backup and recovery, remote applications and desktop services (back-end infrastructure), operating systems platforms, as well as Data Centre Distributed Support services

Development and Production

  • Establishing all computing environments (development, testing and production) for SSC’s partner departments and for SSC’s internal needs across all computing platforms, as well as being responsible for the migration of applications and services from development through the various phases of testing and into production

Middleware and Database

  • Full life-cycle planning and reporting, optimization and service incident support for Middleware, Database and Data Warehousing

Supercomputing

  • Establishing and implementing the E-Science computing infrastructure, developing and documenting standards for supercomputing and its ancillaries, establishing Service Roadmaps and designs, and deploying phases of supercomputing projects and activities

Mainframe and Bulk Print

  • Supporting and maintaining all the mainframe operational environments used by SSC’s partner departments for managing Mainframe Systems, as well as the short- and long-term strategic planning for both mainframe hardware and software

Overview

  • Responsible for the development of policies, standards, plans, designs and operations of cyber and information technology (IT) security services for the Government of Canada IT infrastructure and for the government’s Secret infrastructure within the mandate of Shared Services Canada (SSC).

Key functions

Security Management

  • Information Security Management (including development, implementation and maintenance of policies, standards, procedures, security architecture, security guidelines, processes, roles and responsibilities used to protect and preserve information, manage and control information security risks, and achieve business objectives)
  • Security by design, supply chain integrity, security audit coordination, and Security Assessment and Authorization processes across all SSC mandated services

Security Operations

  • 24/7 cyber and IT security services, including monitoring, detection, incident handling, coordination and recovery services to safeguard government assets and aid in the recovery of services
  • Vulnerability management services to ensure government IT infrastructure is protected against perennial and evolving cyber and IT security threats
  • Cyber and IT security advice, guidance and coordination for all government stakeholders
  • Services that will review, analyze, assess and report cyber and IT security intelligence information, in collaboration with other lead security agencies, to augment cyber and IT security awareness and horizontal integration

Infrastructure Security

  • Planning, designing, building, operating and maintaining an effective, efficient and responsive Cyber and IT Security Infrastructure to secure government data and technology assets
  • Providing technical safeguards that protect government network systems and services to prevent and detect unauthorized access to, and misuse, modification or denial of, network-accessible resources and data

Identity and Access Management

  • Managing access to computer systems, applications or networks by providing security measures and obtaining information/data to validate the identity of users
  • Providing access management, authentication, directory services, identities management, privilege management, self-service and single sign-on (which encompasses provision of authentication, authorization, encryption, non-repudiation and credential management services for the Government of Canada)

Secret Infrastructure

  • Providing Secret infrastructure and services at the classified (up to Secret) level in a consistent and secure manner that is aligned with the service, security and savings objectives and compliant with Government of Canada security and IM policies
  • Includes evolution of the Government of Canada Secret Infrastructure (GCSI) program, realization of end-state GCSI services, continued operations of current-state legacy Secret networks and eventual migration of the legacy Secret networks to the end-state GCSI, transitioning of the Communications Security Establishment Canada functionality towards an enterprise model, as well as testing and evolution of the newer services in the high-assurance and medium-assurance Secret domains

Overview

  • Responsible for the provision of service management, operations, projects, as well as the design and planning aspects of the Government of Canada’s networks and end-user services infrastructure that fall within the mandate of Shared Services Canada (SSC).

Key functions

Intra-building Networks

  • Intra-building Networks is implementing a wireless network infrastructure for SSC and its partner in support of a mobile workforce
  • Cabling Services (1) provide network physical connectivity to support ongoing operational work on moves, additions and changes, as well as repair and project work in Government of Canada occupied sites nationally, which can be standalone office buildings, data centres or campus environments, leased or owned by the Government of Canada, and (2) support horizontal and backbone copper and fibre cabling distribution

Telecommunications

  • Voice Services Transformation are modernizing and migrating to more cost-effective telephony services
  • Workplace Communication Services provide Internet Protocol Telephony services with optional services for instant messaging, presence and desktop conferencing
  • Government Cellular Services is focused on procurement for next contract
  • Videoconferencing Transformation is on boarding SSC and its partners onto a common videoconferencing service across government to improve productivity and reduce travel costs
  • Hosted Contact Centre Services is transforming partner contact centres through a modern and common contact centre infrastructure service
  • Data Centre Local Area Network (LAN) is the networking infrastructure within a data centre, used to interconnect peripheral equipment such as large scale services, storage systems and mainframes

Data Networks

  • National Wide Area Network (WAN), Data Centre Interconnect and Internet services provide the data connectivity between all sites in Canada (over 4,000) for all services, delivered through a mix of in-house and managed services – moving forward, the services will be consolidated into a small number of contracts sharing enterprise infrastructure, processes and procedures
  • Satellite Services provide a comprehensive set of enterprise-class Mobile and Fixed Satellite Services to support voice and data communication services to and from remote areas, both nationally and internationally

Email Services Sector

  • Conversion of 63 separate technology platforms of 43 different organizations to one system consolidation and modernization of email services to reduce costs, increase security and enhance program delivery to Canadian citizens and businesses
  • Oversight of your.email@canada.ca for SSC and its partner organizations, including contract/vendor and incident/problem management, enhancements, updates and changes to the service

Workplace Technology Devices

  • Workplace Technology Devices (WTD) will transform desktop service delivery in the Government of Canada through the following key objectives:

    1. Strengthen information technology (IT) security and reduce vulnerabilities at the desktop level
    2. Improve service delivery and enhance end-user productivity across the Government of Canada
    3. Reduce costs and generate savings by consolidating hardware and software procurement, standardizing the technology, and re-engineering and right-sourcing support services
  • The Software Provisioning Services (1) act as the single procurement authority for SSC partners and clients for the acquisition of WTD software and related maintenance services, (2) is responsible for the consolidation of WTD software contracts currently in place, and (3) leads, in collaboration with the Treasury Board of Canada Secretariat’s Chief Information Officer Branch, the rationalization and standardization of WTD software products and services

  • Responsible for meeting departmental stewardship obligations through the development and implementation of cost-effective frameworks and strategies for the delivery of a wide range of corporate services and financial management.

Key functions

Communications and Organizational Effectiveness

  • Manages communications and engagement with media, partner organizations, industry stakeholders, Canadians and employees
  • Provides ministerial and corporate event and announcement support
  • Develops policies, directives and guidelines related to web services, social media and corporate identity
  • Supports change management and cultural and leadership practices in the execution of our Transformation Plan
  • Oversees continuous improvement initiatives related to the provision of internal services within SSC

Finance

  • Enables the execution of the transformation vision for the Department, particularly the self-funding model, through decisive financial management, resource allocation models, priority-setting and investment
  • Manages financial policies and systems, delegation of authority, accounting operations, financial management, corporate accounting, financial control, resource management, costing and Treasury Board Submissions
  • Executes key reporting obligations (Public Accounts, Annual Financial Statements, Financial Situation Reports, Quarterly Financial Reports, Main Estimates, Annual Reference Level Update, Investment Plan, Proactive Disclosure Reports)

Chief Information Office

  • Provides services related to departmental security, IT planning, architecture, applications, information management, end-user services, real property, accommodations, tenant services and materiel management
  • Acts as first adopter and pilot tester for SSC enterprise transformation initiatives

Procurement and Vendor Relations

  • Leads strategic sourcing and procurement planning
  • Administers centralized contract administration and acquisition of IT and other goods and services to ensure best value for the Crown in a timely fashion
  • Develops policies and governance in support of the Shared Services Canada Act and enhanced procurement authorities
  • Manages long-term partnerships with the information and communications technology sector

Human Resources and Workplace

  • Provides human resources policies, systems and services to optimize workplace productivity and performance while enabling agility and proper stewardship
  • Oversees Labour Relations, Official Languages, Disability Management, Duty to Accommodate, Compensation and Benefits, Values and Ethics, Conflict of Interest, Harassment Prevention, Conflict Management, and Occupational Health and Safety
  • Executes organizational design, structural modeling, classification and competency management

Corporate Secretariat

  • Manages SSC’s governance structure, Cabinet business, Parliamentary affairs, briefing material and correspondence and administers the Access to Information Act and the Privacy Act for SSC
