Institutional GBA+ Capacity
Governance structures
Shared Services Canada (SSC) has been increasingly integrating Gender Based Analysis+ (GBA+) into departmental decision-making processes to assess how diverse groups may experience policies, programs and initiatives. Once approved, the GBA+ Action Plan will serve as an integrative mechanism to encourage comprehensive GBA+ practices across the Department’s services and programs.
Human resources
Currently, the resources dedicated to GBA+ are in Human Resources and Workplace within the Corporate Services Branch. They work in close collaboration with the key stakeholders to continue promoting GBA+ awareness and its implementation across departmental programs and services.
- 1.5 full-time equivalents (FTEs) within Human Resources (HR) serve as the focal points and support implementation throughout the Department. The number of total planned FTEs may evolve as SSC continues to consider how to advance GBA+
- GBA+ is addressed through existing departmental governance structures, including Diversity and Inclusion Champions and Advisory Committees
Planned Initiatives
In 2021-22, SSC anticipates the following initiatives will be taking place:
- SSC will continue its efforts to build awareness, training and internal communications on GBA+. Training will be offered to the Executive Oversight Board, and then extended to all executives
- implement strategies to address gaps identified in an Employment System Review started in 2020-21 that identifies barriers impacting employees in designated groups
- continue its effort to review the inventory of forms and systems that SSC uses to ensure their compliance with the Policy Direction to Modernize the Government of Canada’s Sex and Gender Information Practices
- provide Government Wide support via SSC procurement to identify any barriers in the accessibility of new or existing IT-systems.
- SSC will continue addressing intersectional gaps involving the employment equity groups, in collaboration with SSC’s Champions and Advisory Committee, and new Diversity Council
- SSC will continue to advance accessibility at SSC and throughout the Government of Canada by providing adaptive, accessible solutions, accommodations and tools to employees both within SSC and throughout the government. As part of the Accessibility, Accommodation and Adaptive Computer Technology key initiatives, SSC will:
- continue to assist building accessible workplaces government-wide, particularly in support of the Government of Canada’s commitment to hire 5,000 employees with disabilities by 2025
- develop a multi-year SSC accessibility plan, feedback loop and progress reports that meet and exceed accessibility obligations
- evolve the Lending Library service that mitigates procurement delays for short-term accessibility requirements and eases the hiring process for employees with disabilities
- develop and implement a data and performance measurement strategy
- continue to embed accessibility into the procurement of Information and Communications Technology; and
- lead and influence federal government inter-departmental working groups
Reporting capacity and data
SSC will monitor progress through its current HR Dashboards. As the action plan rolls out, there will be a focus on the development of data collection and analysis tools to report information.
Highlights of GBA+ Results Reporting Capacity by Program
Shared Services Canada
As a centralized Information Technology (IT) service provider, primarily delivers services to public servants and to its partners across the federal public service.
Initial discussions have taken place with stakeholders within SSC regarding the development of data collection and analysis tools to report information on departmental programs, in order to measure future results. During 2021-22, additional work will be undertaken to improve data capabilities.
