Institutional GBA Plus Capacity

Governance Structures

Shared Services Canada (SSC) has been increasingly integrating Gender Based Analysis Plus (GBA Plus) into departmental decision-making processes to assess how diverse groups may experience policies, programs and initiatives. A GBA Plus implementation plan has been developed and endorsed by SSC senior management. The plan will serve as an integrative mechanism to strengthen comprehensive GBA Plus practices across the Department’s services and programs. The action plan includes the establishment of a centralized enabling function to ensure department-wide coordination, and the development of Key Performance Indicators (KPIs) to report progress to an internal governance committee on a regular basis.

The creation of a GBA Plus centralized enabling function has resulted in increased capacity and dedicated resources to ensure more robust implementation across the Department.

Planned Initiatives

In 2022–23, GBA Plus will continue to be applied and monitored where required (e.g., Treasury Board Submissions, Memoranda to Cabinet, Budget Proposals). Other areas where GBA+ lens will be applied will be in procurement initiatives, promoting accessibility in IT system implementation and delivery of the Departmental Employment Equity Action Plan. The Department will work with internal and external stakeholders to develop tools that take into account SSC’s operational environment, and will begin to integrate GBA Plus considerations into decision making through evolving integrated planning documents (e.g. Branch Business Plan template, Project Management and Delivery Operating Guide (PMDG), Enterprise Architecture Principles, etc.).

The Department will continue to implement its GBA Plus Training Strategy, with future sessions planned for managers and functional areas specialists.

SSC will build on its progress in the diversity and inclusion work through the existing initiatives that leverage SSC diversity Champions and Networks (i.e. Women; Visible Minorities; Indigenous Peoples, Black Employee Network). SSC will continue to advance accessibility and disability inclusion at SSC and throughout the Government of Canada as part of the Accessibility, Accommodation and Adaptive Computer Technology program, which aims to build accessible workplaces government-wide, particularly in support of the Government of Canada’s commitment to hire 5,000 employees with disabilities by 2025.

Reporting Capacity and Data

As part of the newly approved GBA Plus implementation plan, there will be a focus on the development of data and analysis tools to report information. HR activities to attain GBA Plus goals will be monitored through the HR dashboard, and assessed against the successful implementation of planned HR activities and indicators identified in SSC’s GBA implementation plan.

As a centralized Information Technology (IT) service provider, SSC primarily delivers services to public servants and to its partners across the federal public service.

Initial discussions have taken place with stakeholders within SSC regarding the development of data collection and analysis tools to report information on departmental programs, in order to measure future results. During 2022-23, additional work is planned to identify performance indicators against which progress will be measured.
