Government of Canada to expand the pilot of the Next Generation Human Resources and Pay initiative

OTTAWA, July 27, 2021 – Every public servant should be paid accurately and on time. That is why the Government of Canada is developing a flexible, modern and integrated human resources and pay solution that will meet the government’s complex needs and the diverse needs of federal employees throughout Canada, now and in the future.

Today, the Minister of Digital Government, the Honourable Joyce Murray, announced that the government’s Next Generation HR and Pay initiative pilot will be expanded for testing to the Department of Fisheries and Oceans and the Canadian Coast Guard.

Following the successful completion of the Exploratory Phase, which took place from October 2020 to April 2021, the expanded pilot will help Shared Services Canada better understand the complexities of the HR and Pay systems.

Testing will also include Canada Economic Development for Quebec Regions (CED-Q) to ensure an effective user experience in French and confirm a product that works effectively in both official languages. In addition, the partnership with CED-Q allows the Next Generation HR and Pay team to confirm that small and regional government organizations with headquarters outside of the National Capital Region will be served equally by the proposed new software.

Moving forward, public servants and bargaining agents will remain involved throughout the process. Testing will occur in a controlled environment that is separate from the current pay system. Employees will continue to be paid through the current pay system while testing takes place.

Quick facts

  • The NextGen HR and Pay team is using an agile and iterative approach by taking the necessary time to let each step in the process inform the next.

  • Canadian Heritage was selected for the first pilot because the organization provides a good representation of the government’s human resources complexities.

  • During the Exploratory Phase more than 890 participants from 20 federal organizations took part in engagement forums including 38 workshops and 90 working sessions.

  • This phase provided valuable information, including the need for business transformation of HR and Pay and additional work to reach Government of Canada accessibility standards and official language requirements.

  • Engagement with bargaining agents has been ongoing throughout the NextGen HR and Pay initiative and will continue during the expanded pilot.
