About softphones

Softphones are a software-based calling solution integrated within Microsoft (MS) Teams. They allow employees to make and receive calls over the Internet using their Government of Canada (GC)-approved devices. Softphones provide secure communication from GC networks to the public telephone network. By integrating calling, messaging and meetings into one platform, softphones reduce the need to switch between tools.

As of March 31, 2026, softphones are the default telephony service across the GC. Their deployment:

  • enhances efficiency: Reduces reliance on traditional desk phones and outdated infrastructure so employees can better focus on tasks and collaboration
  • cuts costs: Leverages existing devices that are already in use instead of separate hardware, fixed lines and mobile plans
  • supports flexibility: Keeps GC workers connected, regardless of location, from anywhere with Internet access
  • supports sustainability: Reduces e-waste by using existing resources and limiting the purchase of new devices

Why we moved to softphones

Moving from multiple telephony services to a single solution creates a more consistent user experience and supports SSC’s goals of:

  • standardizing and consolidating telephony services
  • reducing duplication
  • encouraging the use of modern tools
  • simplifying funding and service delivery

These changes align with the Directive on Service and Digital, including Appendix E: Standard on Information Technology Provisions.
