Description

Amendments to the Regulations Maintaining Certain Reciprocal Transfer Agreements (RTAs) are required as, given the passage of time, RTAs are no longer required. RTAs were established to transfer the pensions of employees who were divested from the federal public service in the 1980s and 1990s. Maintaining the agreements requires ongoing systems administration, reporting and monitoring by the government and the 6 remaining organizations for which the agreements were preserved.

Key objective(s)

To amend or repeal the schedule of the Regulations Maintaining Certain Reciprocal Transfer Agreements for the organizations that have consented to their agreement’s termination.

This regulatory initiative is associated with the department’s Regulatory Stock Review Plan: 2020 to 2030.

Regulatory cooperation efforts (domestic and international)

Regulatory cooperation is not required as this initiative is internal to the management of the public service pension plan, and the 6 organizations with which the federal government currently holds RTAs.

Potential impacts on Canadians, including businesses

There are no expected impacts on Canadians, including businesses, as this issue is internal to the management of the public service pension plan.

Consultations

Five of the 11 RTAs listed in the regulations have been terminated.

The 6 organizations with which the federal government continues to hold an RTA are currently being consulted. Their consent is necessary in order to terminate the agreements.

Public consultations are not applicable as this issue is internal to the management of the public service pension plan.
