    Provided description: Attached document was obtained from IRCC ATIP via an access to information request. This internal department email exchange demonstrates IRCC ATIP's efforts to limit timely access to information requested. Subsection 4(2.1) of the Access to Information  Act imposes 3 obligations. The head of an institution must, without regard to the identity of the requester, make every reasonable effort to: assist the person making a request; respond to the request accurately and completely; and to the Access to Information Regulations (the Regulations), provide timely access to the record in the format requested.

    The attached information demonstrates that IRCC ATIP made (and possibly continues to make) decisions to limit timely access to records with regard to the identity of the requester as evidenced by the statements made in the document.
