Results of the Performance Management Program for Executives (EXPMP) for 2021-2022

Posted information reflects data collected from organizations following the performance cycle for which the performance pay has been paid. This site may not reflect all transactions and/or modifications completed by organizations after they have submitted their results to the Treasury Board Secretariat. The expenditure information for organizations with five or fewer executives has been suppressed at the organization level in accordance with privacy legislation but is reflected in the total for the Core Public Administration.

Performance pay is provided to executives based on the extent to which performance commitments outlined in their annual performance management agreements were achieved. These commitments include government-wide commitments set by the Clerk of the Privy Council, organizational objectives set by each deputy head, and individual objectives set by the managers of executives, in addition to their demonstration of key leadership competencies.

Performance pay has two components: 1) At-risk payFootnote 1 – calculated as a percentage of salary and 2) Bonus – calculated as a percentage of salary and only awarded for exceptional performance. Executives whose performance does not meet expectations or cannot be assessed are not eligible for performance pay. Performance pay must be re-earned every year upon the achievement of the performance commitments.

In 2021-2022, 7,241 executives (97.7%) across the core public administration earned at-risk pay while 752 (10.1%) of executives receiving a bonus in addition to their at-risk performance pay. The expenditure for at-risk pay was $109.4M and bonuses were $3.9M for a total of $113.3M.

The number of executives reported here is the count of executives and non-executives appointed to EX-group positions who met the requirements of the EXPMP over the twelve months of the performance review period. This contrasts with the “fiscal year end” methodology used to report on the size of the executive group on a yearly basis, which counts active employees who were paid as executives on March 31 of each year. This methodological difference yields different numbers. Employees who got paid as executives on the last day of the fiscal year have not necessarily met the requirements of EXPMP. Similarly, employees who met the requirements of EXPMP may not be paid as executives on the last day of the fiscal year depending on their status.
