Details of Horizontal Items for Supplementary Estimates (A) 2017–18

The items listed in this table are horizontal initiatives and other jointly funded items. Both types of horizontal items involve two or more organizations with a formal funding agreement (e.g. Memorandum to Cabinet or Treasury Board submission). Through horizontal initiatives, the organizations work in partnership toward the achievement of shared outcomes. In jointly funded items, organizations receive incremental funding, and each independently contributes to the realization of the stated objective(s).

Funding for the Oceans Protection Plan to improve marine safety and protect Canada’s marine environment

Department of Fisheries and Oceans ($145.5 million)

Funding will support implementation of a comprehensive Oceans Protection Plan, including:

  • Operating and capital expenditures to purchase new tracking and monitoring radars; modernize the Canadian Coast Guard’s operational network infrastructure including information technology systems; create a 24/7 environmental response capacity; and create new Coast Guard search and rescue lifeboat stations to support traffic growth and increased near-shore operations.
  • Contribution payments to expand the Indigenous Community – Boat Volunteer pilot program; to enable academic institutions to conduct freshwater oil spill research; to restore and protect coastlines; and for the Oceans and Freshwater Science Contribution program.

Department of Natural Resources ($1.1 million)

  • Operating expenditures to generate scientific evidence required to strengthen and expand oil spill response options (e.g. recovery technologies and methodologies to counter the impact of heavy oil spills on water).

Department of the Environment ($11.6 million)

  • Operating and capital expenditures to better position Canada’s marine safety system to prevent and respond to marine safety and pollution incidents by undertaking initiatives related to regional response planning, oversight of incident management, and the collection of baseline data for coastal areas of Northern British Columbia.
  • Contribution payments to implement the renewed 24/7 weather prediction capacity initiative in support of improved marine safety.

Department of Transport ($50.9 million)

  • Operating and capital expenditures to advance the update and modernization of regulations and tools, to enhance access to real-time information on marine shipping activities, to increase inspection in northern communities, to develop a comprehensive strategy for vessels of concern, and to create a pilot baseline monitoring program to better understand the cumulative effects of shipping on coastal ecosystems.
  • Grant and contribution payments for the Community Participation Funding Program to encourage participation of Indigenous and local communities in the development and improvement of Canada’s marine transportation system; and for the Program to Protect Canada’s Coastlines and Waterways to modernize and enhance the safety of Canada’s marine transportation system.

Funding to support the targeted admission of 300,000 immigrants under the 2017 Immigration Levels Plan

Canada Border Services Agency ($41.6 million)

  • Operating and capital expenditures to enhance the Express Entry System; to speed up processing of immigration through the Global Skills Strategy; and to maintain the core mandate of integrated border services, border integrity and national security.

Department of Citizenship & Immigration ($140.1 million)

  • Operating and capital expenditures to increase resources abroad and in Canada for operational requirements such as the direct processing of applications and the related operational support to sustain increased immigration levels; to enhance the Express Entry System to improve the selection of economic class candidates; and to implement a Global Skills Strategy that will allow for faster processing times for low risk and highlight specialized Temporary Foreign Workers.
  • Contribution payments for the Settlement and Resettlement Assistance programs abroad and in Canada.

Immigration and Refugee Board ($3.2 million)

  • Operating expenditures to support an increase in the number of appeal decisions and admissibility hearings.

Funding for the Youth Employment Strategy (Budget 2017)

Canada Mortgage and Housing Corporation ($4.1 million)

  • Operating expenditures to support the Housing Internship Initiative for First Nations and Inuit youth. This initiative provides work experience and on-the-job training for First Nations and Inuit youth, and assist in pursuing long-term employment in the housing sector. It also provides internship sponsors with funding to help subsidize salaries for interns.

Department of Agriculture and Agri-Food ($2.6 million)

  • Operating expenditures and contribution payments to support the Agricultural Youth Green Jobs Initiative which aims to attract youth to green employment in agriculture, to provide youth with the skills needed to find and maintain employment, and to improve the environmental footprint of the agriculture and agri-food sector.

Department of Canadian Heritage ($6.8 million)

  • Operating expenditures and contribution payments to increase employment opportunities for young Canadians in the heritage sector (e.g. new internships at the Canadian Conservation Institute, more youth jobs in Canadian museums and in heritage organizations). This funding will also assist official languages support programs by providing students with the opportunity to acquire work experience in green jobs by working in various official language environments.

Department of Employment and Social Development ($54.6 million)

  • Operating expenditures to monitor activities, provide advice and guidance to recipients, amend projects, collect and report on results for the Skills Link program; and to set up and coordinate job agreements for the Career Focus program.
  • Contribution payments for program delivery of the Skills Link program, to serve vulnerable youth and increase the number of youth who access the program; and for the Career Focus program to increase the number of new jobs in the green sector (internships and summer jobs) over a three year period.

Department of Indian Affairs and Northern Development ($38.5 million)

  • Operating expenditures and contribution payments to increase the participation of First Nations youth who are ordinarily resident on-reserve and eligible Inuit youth in education and labour market opportunities by expanding the Skills Link and the Summer Work Experience programs to provide additional opportunities for co-op placements, internships, and employment experience to secondary and post-secondary Indigenous youth.

Department of Natural Resources ($7.5 million)

  • Operating expenditures and contribution payments for the Science and Technology Internship Program to support the creation of 1,100 green jobs for youth over a two-year period. This initiative provides support to post-secondary graduates in natural sciences and engineering to find green jobs to gain relevant and meaningful work experience in the natural resources sector.

Department of the Environment ($11.3 million)

  • Operating expenditures and contribution payments to support the Science Horizons Youth Internship Program, specifically to create 785 new internship opportunities for youth in the green economy.

National Research Council of Canada ($10.0 million)

  • Contribution payments to support the National Research Council’s Industrial Research Assistance Program to deliver 2,000 green jobs for youth over a two year period. The program provides financial assistance to hire youth (recent post-secondary graduates for six to twelve month terms or youth age 15 to 30 for three to six month terms) for small and medium enterprises that are linked to the green economy.

Parks Canada Agency ($11.0 million)

  • Operating expenditures for the Young Canada Works Program which supports the creation of green jobs in Canada’s national parks, national marine conservation areas and national historic sites. These funds are anticipated to create 1,140 summer jobs in 2017.

Funding to support infrastructure and programs for Indigenous early learning and child care (Budget 2016)

Department of Employment and Social Development ($45.9 million)

  • Operating expenditures to provide for effective monitoring and assessment of project activities in order to administer the incremental funding for the First Nations and Inuit Child Care Initiative.
  • Contribution payments for the First Nations and Inuit Child Care Initiative, to continue addressing urgent repairs and maintenance needs; to provide support for capacity building; to improve programming to be more culturally appropriate; and, to better accommodate children with special needs.

Department of Health ($38.0 million)

  • Operating expenditures to support the Aboriginal Head Start on Reserve program. This program supports early childhood development by funding programs that promote the healthy development of First Nations preschool children.
  • Contribution payments for capital infrastructure and training for community-based staff to support the Aboriginal Head Start on Reserve program

Public Health Agency of Canada ($15.4 million)

  • Contribution payments to support the Aboriginal Head Start in Urban and Northern Communities program. This program supports early childhood development by funding programs that promote the healthy development of Indigenous preschool children.

Funding to maintain critical food safety activities (Budget 2017)

Canadian Food Inspection Agency ($3.8 million)

  • Operating and capital expenditures to support the Food Safety Modernization program.

Department of Health ($0.6 million)

  • Operating expenditures to support the Food Safety Modernization program.

Funding to explore options for the potential deployment of a public safety broadband network in Canada (Budget 2015)

Department of Industry ($0.6 million)

  • Operating expenditures to support the Department of Public Safety and Emergency Preparedness in the consultation process.

Department of Public Safety and Emergency Preparedness ($2.4 million)

  • Operating expenditures to consult with the public safety community and the private sector on implementation models for a public safety broadband network in Canada.

Funding for national security reviews of foreign investments (Budget 2017)

Canadian Security Intelligence Service ($0.3 million)

  • Program expenditures to conduct national security reviews of foreign investments.

Department of Public Safety and Emergency Preparedness ($0.7 million)

  • Operating expenditures for coordination and implementation activities required to renew the national security review program under the Investment Canada Act.
