Subject: Updates to the Standard on Embodied Carbon in Construction under the Policy on Green Procurement
Overview
The Standard on Embodied Carbon in Construction under Treasury Board’s Policy on Green Procurement, with initial requirements related to the use of concrete, has been updated to include requirements for using:
- whole-building life cycle assessments to optimize design and material use
- structural and reinforcement steel to reduce the embodied carbon footprint of major construction projects
Departments are advised to update their departmental procurement management framework to reflect the requirements of the updated standard.
Application
The standard applies to organizations in section 3 of the Policy on Green Procurement, and any new construction or renovation of real property at or above the thresholds listed in appendices A or B of the standard at the time of solicitation of design services. The exemptions are listed in section 4 of the standard, with the rationales explained in Appendix C.
