How to use this Guidance

The aim of this Guidance is to provide writers of Treasury Board (TB) submissions with information on the Treasury Board Secretariat’s expectations for quality TB submissions. The overall objective of a TB submission is to enable effective deliberation and decision making at the Treasury Board and these expectations should therefore be considered in this context.

The Guidance is organized into two sections (Body of the TB Submission & Appendices), plus additional resources (Key Considerations Tool, templates and transactional guidance). Organizations should become familiar with the purpose of each section so that submissions are written in response to expectations while minimizing duplication.

Sections:

  • Body of the TB Submission: should be used to draft a narrative that provides TB ministers with the merits of a particular course of action. The narrative should respond to expectations directly by presenting the conclusions of an analysis, study or business process that led to a chosen course of action. All the information required for TB Ministers to make a decision should be contained in the body of the TB submission;
  • Appendices: should be used to provide the evidence base for conclusions discussed in the body of the submission, such as the range of factors considered in an analysis. Appendices are mandatory for those areas where TBS requires supplemental information be provided to support a decision: Delivery and Expected Results, Risk and Risk Responses, Official Languages and Gender-based Analysis+;
  • Additional Resources: should be used as a source of additional information on how guidance should be applied. For example, the Key Considerations Tool provides a practical list of questions that should be considered as applicable, while Extended Examples of TB Submissions provides illustrated examples of completed TB submissions.
