Amending agreement no. 1 to the Canada-Quebec agreement on women’s shelters and organizations in support of victims of sexual and domestic violence in Quebec in response to the COVID-19 pandemic

Between

The Government of Canada (hereinafter “Canada”), represented by the Minister for Women and Gender Equality and Rural Economic Development

And

The Government of Quebec (hereinafter “Quebec”), represented by the Minister responsible for the Status of Women and the Minister responsible for Canadian Relations and the Canadian Francophonie

Hereinafter called the “Parties”

Preamble

Whereas on April 21, 2020 the Parties signed the Canada–Quebec Agreement on Women’s Shelters and Organizations in Support of Victims of Sexual and Domestic Violence in Quebec in Response to the COVID-19 Pandemic (hereinafter “the Agreement”) wherein Canada and Quebec agreed on terms for transferring funds to Quebec for financial support for women’s shelters and organizations in support of victims of sexual and domestic violence under Canada’s COVID-19 Economic Response Plan;

Whereas organizations in support of victims of sexual and domestic violence in Quebec and the rest of Canada continue to face social and economic effects from the COVID-19 pandemic;

Whereas the Government of Canada wants to increase funding for women victims of violence; and

Whereas the Parties have consented to amend the Agreement to reflect this targeted one-time increase by the Government of Canada;

Accordingly, the Parties consent to amend the Agreement from time to time as follows:

1. By adding the following heading and clause after Section 4:

   Targeted One-Time Increase of the Contribution for Additional Direct Services to Quebec Organizations

   4A. Notwithstanding the terms and provisions in Section 4 of the Agreement, the contribution payable to Quebec is increased by two million, three hundred thousand dollars ($2,300,000). Canada will pay this contribution to Quebec within fourteen (14) days after the latest date on which this Amending Agreement was signed.

2. By adding the following heading and clause after Section 7:

   Reports for Organizations Funded by Canada’s Additional Contribution

   7A. Quebec will give Canada a draft list of organizations funded during the Agreement period and note the amount granted to each organization in a progress report submitted within sixty (60) days after the latest date on which the Agreement was signed. Additional funding will be included in the final report submitted on or before March 31, 2021.

3. The Agreement remains unchanged in all other respects.
4. This Amending Agreement must be read together with the Agreement and will take effect as though its terms and provisions were an integral part of the Agreement.
5. This Amending Agreement will take effect when signed by the Parties.
