Description of the objective
The objective is to adopt a regulation to implement the administrative monetary penalties regime set out in Part IX the Official Languages Act that will come into force by Order in Council. This regime empowers the Commissioner of Official Languages to issue monetary penalties against certain entities subject to the Official Languages Act that will be defined in such regulations. The regulations also aim to set out the application of the regime.
The adoption of such regulations is a key step in the modernization of the federal official languages regime.

Indication of business impacts
At the end of an investigation, the Commissioner of Official Languages could issue a monetary penalty against an entity subject to the Act in accordance with the regime.
Public consultation opportunities
Pre-consultations are likely to be conducted.
Public consultations are required under s. 84 of the Official Languages Act.
Canadians will have the opportunity to submit comments during the Canada Gazette Part 1 public comment period, which could take place in 2026 and for at least last 30 days. Pursuant to Section 86 of the Official Languages Act, only the days on which both Houses of Parliament sit shall be counted in the 30-day period. When more specific information is available, it will be published on the Consulting with Canadians website.
