Recommended response
- The 2022-23 Main Estimates total resources listed for the Department of Canadian Heritage is $2.2 billion of which $622.9 million is related to Official Languages programs
- The 2022-23 Main Estimates for the Official Languages programs represent a net increase of $168.1 million from 2021-22 Main Estimates
Background
Notable changes in funding for initiatives under Official Languages Programs include:
- $155.2 million for promoting our Official languages. From Budget 2021, this funding implements three initiatives to promote Canada’s official languages: to support second-language learning; to support high-quality postsecondary minority-language education; and to support the construction, renovation and expansion of educational and community spaces that serve official language minority communities;
- $9.2 million in reprofiles from 2020-21 into 2022-23 due to restrictions imposed to contain the spread of COVID-19 which resulted in significant disruptions to the delivery of official languages support programs;
- $2.5 million in funding for the Arts, Culture, Heritage and Sport Recovery Fund, and for the Reopening Fund for events and in-person experiences; and
- $2.4 million in funding for the Modernization of the Official Languages Act. From Budget 2021, this operating funding for Canadian Heritage and for the Treasury Board of Canada Secretariat (TBS) supports the modernization of the Official Languages Act and Canada's language regime, including the preparation and monitoring of related legislative (now C-32) and administrative proposals. The funds are managed by PCH and TBS respectively.
The above increases are partially offset by the following decrease:
- $2.7 million decrease in the funding profile as well as the transfer to Statistic Canada for the Post-Census Survey on Official Language Minority Communities.
