Canadian Heritage Covid-19 Recovery Measures
$500M Emergency Support for Cultural, Heritage and Sport Organizations (ESF) (Announced April 17, 2020)
On April 17, 2020, the Prime Minister announced funding of $500 million to establish a new COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations.
The Emergency Support Fund for Cultural, Heritage and Sport Organizations (ESF) complements other Government of Canada measures to help Canadian workers and temporary relief measure created to help alleviate the financial pressures of cultural, heritage and sport organizations facing significant losses due to the COVID-19 pandemic. Its objectives are to maintain jobs and support business continuity for organizations whose cash flow and short-term operational viability have been negatively impacted by the COVID-19 pandemic and to stabilize a sector that is a major driver of the Canadian economy.
Fall Economic Statement 2020 (November 30, 2020)
The Fall Economic Statement 2020 (FES) is Canada’s plan to fight the COVID-19 pandemic, support Canadians. The FES announced additional measures for the arts, culture, heritage and sport sectors, including funding to support the planning and presentation of COVID-19-safe events and performances as well as to provide work opportunities in these sectors and invest in a recovery that is inclusive, sustainable, and creates good jobs for Canadians. Announcements related to the Department of Canadian Heritage’s mandate represent a funding amount that exceeds $281 million.
Recovery And Reopening Funds (Budget 2021)
The Recovery Fund for Arts, Culture, Heritage and Sport Sectors will provide $300 million over two years. It is being administered by existing Canadian Heritage programs as well as programs delivered by the Canada Council for the Arts and Telefilm Canada. It includes two streams with related objectives:
- Reinforcing Recovery Foundations – to provide additional relief to arts, culture and sport organizations that are still struggling with operational viability due to the pandemic.
- Investing in the Recovery – to provide organizations and Canadians working in these sectors who are ready to lead recovery in the arts, culture and heritage sectors with the financial means to help build organizational resilience and pursue business innovation and transformation. This will also contribute to advancing equity, diversity and inclusion in these sectors as well as greening activities.
The Reopening Fund will provide $200 million over two years through existing programs to support Canada’s festivals, cultural events, outdoor theatre performances, heritage celebrations, local museums, amateur sport events, and more. It supports organizations and projects that deliver in-person experiences and events that draw visitors to our communities and will complement tourism-related initiatives to be delivered by federal Regional Development Agencies. It is being delivered by Canadian Heritage, the Canada Council for the Arts and Telefilm Canada.

- Arts and Culture Organizations that Serve Official Language Minority Communities: $1.06M ($1.23M)
AV Production, Media and Journalism – $248.42M ($252.58M)
- Audiovisual Sector Organizations: Producers making Canadian content: $12M ($19M)
- Digital Sector Organizations: Interactive digital media companies: $10M ($10M)
- Publishing Sector Organizations: Help for organizations that do not usually receive funding from PCH: $10M ($10M)

Additional Measures Announced in The Fall Economic Statement 2020 ($281M):
The Fall Economic Statement 2020 was announced on November 30, 2020. The rollout of $181.5 million allocated for 2021-2022 to help support the arts and live events sectors in response to COVID-19 was announced on March 2, 2021. An additional $50 million was also added to the initial funding for the Short-Term Compensation Fund for Canadian Audiovisual Productions which will be extended to March 31,2022, for a total of $100 million.
Arts and Culture – $181M
- Arts and Music Sectors: Help stabilize the overall environment for the arts and music sectors through the Building Communities through Arts and Heritage program ($7M) + the Canada Arts Presentation Fund ($8M) + the Canada Music Fund ($10M) = $25M
- Short-Term Contracting of Workers in the Live Event Sector: Through the Building Communities through Arts and Heritage program ($5M), the Canada Arts Presentation Fund ($20M), and the Canada Music Fund ($15M): $40M
- Digital Now (Canada Council for the Arts): New digital innovation initiative which enables arts groups, collectives and organizations to adapt or create works to be shared with virtual audiences: $50M
- Explore and Create Program (Canada Council for the Arts): To stimulate increased research, creation, and production of new work: $66M

- Short-Term Compensation Fund for Canadian Audiovisual Productions:
- To minimize the consequence of the void created by the lack of insurance coverage for interruptions in filming and the abandonment of productions caused by the COVID-19 pandemic: $50M (Sep. 2020) + $50M (Mar. 2021) = $100M
- Broadcasting Part II Licence Fees: Relief to local television and radio stations by the waiving of broadcasting Part II license fees in 2020-21

- $275M over five years to support the efforts of Indigenous peoples in the reclamation, revitalization, and strengthening of Indigenous languages.
- $14.9M over four years for Library and Archives Canada, to support the conservation of Indigenous heritage.
