Canadian Heritage Covid-19 Recovery Measures

$500M Emergency Support for Cultural, Heritage and Sport Organizations (ESF) (Announced April 17, 2020)

On April 17, 2020, the Prime Minister announced funding of $500 million to establish a new COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations.

The Emergency Support Fund for Cultural, Heritage and Sport Organizations (ESF) complements other Government of Canada measures to help Canadian workers and temporary relief measure created to help alleviate the financial pressures of cultural, heritage and sport organizations facing significant losses due to the COVID-19 pandemic. Its objectives are to maintain jobs and support business continuity for organizations whose cash flow and short-term operational viability have been negatively impacted by the COVID-19 pandemic and to stabilize a sector that is a major driver of the Canadian economy.

Fall Economic Statement 2020 (November 30, 2020)

The Fall Economic Statement 2020 (FES) is Canada’s plan to fight the COVID-19 pandemic, support Canadians. The FES announced additional measures for the arts, culture, heritage and sport sectors, including funding to support the planning and presentation of COVID-19-safe events and performances as well as to provide work opportunities in these sectors and invest in a recovery that is inclusive, sustainable, and creates good jobs for Canadians. Announcements related to the Department of Canadian Heritage’s mandate represent a funding amount that exceeds $281 million.

Recovery And Reopening Funds (Budget 2021)

The Recovery Fund for Arts, Culture, Heritage and Sport Sectors will provide $300 million over two years. It is being administered by existing Canadian Heritage programs as well as programs delivered by the Canada Council for the Arts and Telefilm Canada. It includes two streams with related objectives:

The Reopening Fund will provide $200 million over two years through existing programs to support Canada’s festivals, cultural events, outdoor theatre performances, heritage celebrations, local museums, amateur sport events, and more. It supports organizations and projects that deliver in-person experiences and events that draw visitors to our communities and will complement tourism-related initiatives to be delivered by federal Regional Development Agencies. It is being delivered by Canadian Heritage, the Canada Council for the Arts and Telefilm Canada.

Heritage – $48.23M ($33.73M)

Additional Measures Announced in The Fall Economic Statement 2020 ($281M):

The Fall Economic Statement 2020 was announced on November 30, 2020. The rollout of $181.5 million allocated for 2021-2022 to help support the arts and live events sectors in response to COVID-19 was announced on March 2, 2021. An additional $50 million was also added to the initial funding for the Short-Term Compensation Fund for Canadian Audiovisual Productions which will be extended to March 31,2022, for a total of $100 million.
