APPLICATION
- This Commissioner's Directive applies to staff controlling vehicles entering or exiting institutions, excluding Community Correctional Centres.
RESPONSIBILITIES AND PROCEDURES
- The Institutional Head will:
- designate entry and exit areas for vehicles;
- ensure a notice is displayed at all entry points stating all persons, items and vehicles are subject to search as per section 62 of the CCRA;
- ensure Standing Orders pertaining to the control of vehicles meet requirements based on the institutional security level and include:
- a process to authorize entry and exit of vehicles at scheduled times,
- monitoring and controlling vehicle location,
- procedures for processing emergency vehicles, and
- procedures for supervising contractors, vehicles, equipment and materials stationed or in use at the institution;
- prohibit vehicles that contain items which would undermine the security of the institution from entering the perimeter;
- approve the entry of private vehicles into the institution; and
- ensure a list of authorized items is posted at each entry as per Annex B.
- The Deputy Warden will:
- maintain Post Orders on the control of vehicle entry to and exit from the institution that respect the physical layout and operational requirements of the site; and
- ensure quality assurance protocols include standards and test control measures.
- The Assistant Warden, Operations/Manager, Operations, will ensure:
- a process is in place to authorize searching of vehicles and to record the entry and exit of vehicles at scheduled times as per ; Institution and Commercial Vehicle Register (CSC/SCC 0543);
- procedures are implemented to control the movement of vehicles within the institution; and
- search equipment is available, functioning, and used.
- The Correctional Officer/Primary Worker will:
- conduct a visual and physical search of all vehicles and items entering and exiting the facility, as per CD 566-8 Searching of Staff and Visitors and CD 566-9 Searching of Cells, Vehicles and Other Areas;
- ensure only items listed in Annex B are authorized to enter the institution, unless prior authorization has been obtained from the Institutional Head;
- ensure that the Correctional Manager Desk is advised and that a Statement/Observation Report and a Post-Search Report (CSC/SCC 1365) are completed for every incident where an unauthorized item or contraband is found or suspected;
- use search tools as necessary to complete the physical search of vehicles and items. Any required security examination of Indigenous medicine bundles, religious and spiritual articles or other sacred objects will be accomplished by having the owner manipulate them for visual inspection by the examining officer. In the owner's absence, an Elder or an Elder's representative (who is not an inmate) or a religious representative will inspect or manipulate the contents for inspection; and
- ensure the cargo being transported by the vehicle is pre-authorized.
- All unattended vehicles on institutional property will have their windows closed, doors and trunks locked and keys removed.
- Vehicles that cannot be thoroughly searched before exiting the premises and have not been constantly monitored will remain in the institution until the next inmate count is taken and certified correct.
- Drivers of vehicles entering or exiting the institution will stop before entering the sally port for inspection. All occupants, with the exception of inmates under escort, will exit the vehicle and demonstrate that they are not under duress.
- Contractors and their company vehicles will not be permitted within the institution after normal working hours, unless approved by the Institutional Head.
- Commercial vehicles will enter or exit the institution during approved times, unless authorized by the Institutional Head.
- Contractors' heavy equipment will not remain inside the institution overnight or during weekends, unless approved by the Institutional Head.
