Commissioner's directive 566-5 : Non-security escorts

Commissioner's Directive

1. The Institutional Head or a person equivalent to or higher than a Correctional Manager will ensure that:
   1. only individuals pre-authorized by the Institutional Head will conduct non-security escorts and that the persons conducting the escort:
      1. are trained and have been briefed on escort policies and procedures
      2. have been briefed on their responsibilities as outlined in the Escort Briefing form (CSC/SCC 0753)
      3. understand the level of supervision and contact requirements
      4. have a valid Reliability Status
   2. the level of supervision and contact requirements are determined based on an objective assessment of risk, including:
      1. the inmate’s security classification
      2. the inmate’s physical and mental health
      3. the inmate’s demonstrated behaviour and characteristics
      4. the purpose and destination of the escort, mode of travel and time in transit
      5. intelligence information.
2. The Correctional Manager, Operational Desk, or when there is no Correctional Manager coverage on site, a designated Correctional Officer II, will:
   1. brief the persons conducting the escorts and explain the level and conditions of supervision and the contact requirements
   2. ensure the inmate is searched pursuant to CD 566‑7 – Searching of Offenders
   3. have the authority to terminate the escort at any time for reasons of safety and security.
   4. intervene if the person conducting the escort fails to contact the institution as previously determined as follows:
      1. attempt contact on the cellular telephone provided by the institution
      2. call the destination to confirm arrival or departure time and enquire about any circumstances that might cause a delay (e.g. road construction, accident, etc.)
      3. inform the Institutional Head of late calls or concerns so that the situation can be reported to police, when appropriate.
3. Prior to all family contact, the Parole Officer, Correctional Officer or Correctional Manager will make personal contact with the family member to:
   1. confirm the date, time and people who will be in attendance
   2. gather any new information regarding the family or any potential concerns
   3. record the contact in a Case Work Record.
4. The person conducting the escort will:
   1. possess all pertinent documentation related to the inmate and the escort
   2. report to the Correctional Manager, Operational Desk, as soon as possible, any condition or emergency that requires deviation from the instructions provided
   3. terminate the escort and return the inmate to the institution at any time for reasons of safety and security, provided that doing so would not jeopardize the life or well-being of the inmate (e.g. medical emergency).

5. The level of supervision for all non-security escorts is close supervision.
6. Non-security escorts will not be permitted when the use of restraints or other security equipment is required.
7. Non-security escorts may be conducted by members of CSC or by other authorized persons.
8. Non-CSC persons conducting the escort may use privately-owned motor vehicles when authorized by the Institutional Head, providing that minimum insurance requirements are verified.

Close supervision: means the inmate may be out of sight and sound for short periods of time, for justified reasons or needs (e.g. washroom breaks, meal breaks, medical examination). The authorized person(s) conducting the escort must be aware of the activities and routine of the inmate to determine the most appropriate time to leave the inmate escort for short periods of time.

Non-security escort: an escort where an assessment of risk determines that the use of restraints or other security equipment is not required and that the escort may be conducted by a Correctional Officer or another authorized person.
