Why were these policies changed?
The policies were revised to provide specific direction for identifying appropriate correctional program referrals for male offenders who have committed sexual offences.
Following case reviews and consultation with subject matter experts, it was determined that not all male sex offenders meet the eligibility criteria to be assessed by the current tools (Static-99R and/or STABLE‑2007). Therefore, the Guidelines were revised to provide clear direction for correctional program referrals for these offenders.

ANNEX C – MEN OFFENDER PROGRAM SELECTION CRITERIA
The criteria Table 1 is used for offenders who committed sexual offences but cannot be assessed on either the Static-99R or the STABLE-2007. In these cases, the program referral will be based on the CRI only, and the offender will be referred to the multi-target program, unless there is a need for a stream override to sex offender programs. |

Men sex offenders who cannot be assessed using either the Static-99R or STABLE-2007 will be referred to the multi-target program based on the CRI score, unless there is a need for a stream override to sex offender programs. ***High risk men offenders who meet the criteria for Inuit multi-target high intensity programming must complete the IICP program primer and moderate intensity program before being referred to the IICP high intensity program. |
The criteria Table 2 is used for offenders who committed sexual offences and can be assessed on both the Static-99R and the STABLE-2007. In these cases, the program referral will be based on the CRI and the combined level from the Static-99R and the STABLE-2007 assessments. |
