Commissioner’s Directive (CD) 081 – Offender Complaints and Grievances
Why was the policy changed
Pursuant to subsection 80.1 of the Corrections and Conditional Release Regulations (CCRR) and as per paragraph 8 of Commissioner’s Directive 081: Offender Complaints and Grievances, the Commissioner may designate by position a decision-maker for grievances at the national level, in respect of grievances submitted under paragraph 75(b) or an appeal submitted under subsection 80(1) of the CCRA.

In order to provide timely responses to offender grievances, the policy is amended to reflect the Commissioner’s designation of the Senior Deputy Commissioner and the Special Advisor to the Commissioner as additional positions who may be final decision makers for national level grievances.

A technical amendment was made to include two additional decision-makers for final level grievances.

This interim policy bulletin was developed by the Executive Secretariat in consultation with the Policy Sector and the Legal Services Unit.
