Why was the policy changed
Revisions related to the post-use of force physical assessment are required to align with professional practice standards for health care professionals. To address the recommendations associated with the evaluation of the Engagement and Intervention Model, revisions are being made to the use of force review timeframes. These changes are effective immediately and will be incorporated into (CD) 567-1, Use of Force when it is updated accordingly.

This Interim Policy Bulletin affects paragraphs 26, 40, 41, 42, 45, 46, 53, 55, 62 and 63 of CD 567-1, Use of Force.
Post-use of force physical assessment
The offer of a post-use of force physical assessment made by a health care professional along with the physical assessment itself will no longer be video-recorded. The briefing provided by the Correctional Manager or the Officer in Charge to the health care professional offering the assessment will continue to be recorded and the nurse will provide the following information on video before offering the assessment to the inmate:
- identify themselves
- state who provided them with the briefing, and
- give a summary of the briefing.
Following the physical assessment, the health care professional will state on video that the assessment was conducted or refused and that the results will be documented on the inmate’s Electronic Medical Record. No details regarding the assessment or any health-related concerns will be recorded on video.
When an inmate refuses the offer for a post-use of force physical or first aid assessment, a second offer will be made within an hour following the initial refusal, regardless of the level of review.
Health care professionals will complete a Statement Observation Report (SOR) prior to the end of their shift, which will include:
- general information about the use of force incident, including date and time, and
- date and time the assessment was conducted or refused.
Confidential medical information, including details of the assessment, treatment and/or diagnoses, will not be documented in the SORs completed by health care professionals or correctional staff.
Where available, the Classification of Inmate Injuries form (CSC/SCC 1375e) will be uploaded into the Use of Force Review module.
The offer for, and completion of, a post-use of force first-aid assessment conducted by non‑health care professionals certified in first aid and cardiopulmonary resuscitation will continue to be video-recorded.
Use of force review timeframes
Ten additional working days are being added to the timeframes associated with level 1 and level 2 use of force reviews at each level to finalize reviews.
- Institutional review: Finalized within 30 working days of the incident date.
- Regional review: Finalized within 35 working days after the completion of the institutional review.
- National review: Finalized within 40 working days after the completion of the regional review.
