Why was the policy changed?
This policy was modified as a result of the Commissioner’s Directives Standardization Project. Minor technical amendments were also made to provide greater clarity.
In collaboration with the Aboriginal Initiatives Directorate, an amendment was also made to pargraph 7 as outlined below.
What has changed?
Several modifications have been made to the document. These include:
- paragraph 1c. was modified to allow the Director General, Security, to establish standards for the operational aspects of the Detector Dog Program;
- paragraph 3 was modified to replace the Director, Operations, with the Regional Administrator, Security;
- paragraph 4 was modified to add item j. “to ensure that the use of detector dog teams is incorporated into Institutional Search Plans”;
- paragraph 7b. was modified for clarification with respect to lands designated as sacred grounds within a penitentiary. In exceptional circumstances where there is reliable intelligence, the Institutional Head will consult the Elder to identify procedures that will respect spiritual and cultural protocols, while ensuring the safety and security of the institution;
- a new look, resulting in stand-alone English and French versions;
- the purpose, which replaces the “policy objective”, is more practical in nature;
- a more concise language/style is used throughout the document.
How was it developed?
This policy was standardized by Strategic Policy and the amendment was approved by Security Operations and the Aboriginal Initiatives Directorate.
Accountabilities?
Roles and responsibilities are detailed in the policy document. These have not changed since the last review of this CD.
