Commissioner’s Directive (CD) 568-7 – Incompatible Offenders

Guidelines (GL) 568-7-1 – Management of Incompatible Offenders

These policies were revised in response to a Board of Investigation, which identified the need for more standardized practices concerning the management of incompatibles.

CD 568-7 was modified to provide clarification and to introduce the newly developed guidelines for managing incompatible offenders.

The new GL 568-7-1 – Management of Incompatible Offenders were developed to enhance the Correctional Service of Canada’s (CSC) existing operational methods in determining the validity and relevance of incompatibilities between offenders.

A complete review of CD 568-7 resulted in some revisions. The most significant are noted below:

• The CD title was changed from “Management of Incompatible Offenders” to “Incompatible Offenders”.
• Amendments to the Responsibilities section were made to provide more clarity.
• Effective immediately, the newly created Offender Incompatibility Request form (CSC/SCC 1307) may be used when presenting an incompatibility request. The following forms will no longer be used:
• Incompatible List (CSC/SCC 1307 01)
• Incompatible Management – Verification/ Deletion & Conflict Resolution (CSC/SCC 1307-02)
• Incompatible Review with no Updates (CSC/SCC 1307-03).
• Changes were made to the overall procedures for managing incompatible offenders.

• The new GL 568-7-1 – Management of Incompatible Offenders provide direction on, and establish the process and requirements for assessing, reviewing, and inactivating incompatibilities between offenders.
• The GL also provide information and context surrounding the protection of information related to incompatibilities.
• An Incompatibility Assessment Resource Guide (Annex B) was also developed to enhance CSC’s approach in determining the validity and relevance of an incompatibility between offenders for decision-making purposes.

The Preventive Security and Intelligence Branch, including some institutional and regional intelligence staff, revised and developed these policies in collaboration with the Strategic Policy Division. Various institutional and regional partners were consulted on the revised CD and the new GL. Formal consultations were held with internal and external stakeholders, including the Inmate Committees.
