Why were the policies changed?

These policies were revised in response to a Board of Investigation, which identified the need for more standardized practices concerning the management of incompatibles.

CD 568-7 was modified to provide clarification and to introduce the newly developed guidelines for managing incompatible offenders.

The new GL 568-7-1 – Management of Incompatible Offenders were developed to enhance the Correctional Service of Canada’s (CSC) existing operational methods in determining the validity and relevance of incompatibilities between offenders.

How were the policies developed?

The Preventive Security and Intelligence Branch, including some institutional and regional intelligence staff, revised and developed these policies in collaboration with the Strategic Policy Division. Various institutional and regional partners were consulted on the revised CD and the new GL. Formal consultations were held with internal and external stakeholders, including the Inmate Committees.

Who will be affected by these policies?

Staff responsible for identifying, reporting and managing incompatible offenders in institutions and in the community.
