Why was the policy changed?

Modifications were made to this policy as part of the review process in order to better reflect the operations of Inmate Committees.

What has changed?

The purpose of the policy has been revised to clarify the roles and responsibilities of Inmate Committees as well as the process to establish them.

The Inmate Committee membership has been clarified to include representation from each range/living unit/house. The Correctional Manager will approve selections made by inmates and appoint the range/living unit/ house representatives in the event that no consensus is reached by inmates.

The Correctional Manager/Unit Supervisor will review issues submitted by range/living unit/ house representatives and liaise with the Assistant Warden, Operations, to resolve them as required.

All references to segregation have been removed from the policy.

The criteria for meetings between the Chair or Vice Chair of the Inmate Committee and inmates in a Structured Intervention Unit have been added.

The requirement to conduct a “Yes” or “No” vote for candidates who are running unopposed for one of the executive positions of the Inmate Committee has been added.

The process of taking minutes of meetings has been assigned to an institutional staff member selected by the Institutional Head.

The requirements pertaining to the Inmate Committee’s annual report have been revised to include details on how any new projects and/or changes to existing ones will benefit the institution.

Modifications to this policy were made in collaboration with the Strategic Policy Division, and following consultation with internal and external stakeholders.

All inmates and staff are potentially affected by this policy.
