Revised Commissioner’s Directive (CD) 705-1 – Preliminary Assessments and Post-Sentence Community Assessments

Why was the policy changed?

The policy was amended in response to a recommendation from a national Board of Investigation regarding the requirement to address physical and mental health concerns.

The policy was also amended to clarify terminology, definitions and procedures to ensure consistency throughout CSC’s policy framework.

What has changed?

Responsibilities and Procedures

The policy now includes the procedure for indicating the offender’s current sex and determining if there are any gender-related needs.

The Preliminary Assessment process has been clarified with respect to the role of Sentence Management and the Parole Officer.

Clarifications have been added to policy direction where the offender is placed directly in a federal institution upon sentencing.

Annex A – Cross-References and Definitions

Several policies were added as cross-references and multiple definitions were included in this annex.

Annex B – Preliminary Assessment – Report Outline

The interview checklist has been modified to reflect the updated terms for gender diverse offenders, introducing values to identify the sex of the offender, as well as offender gender‑related needs.

Supporting information has been added under the heading "Immediate Needs – Security".

Changes were made to the “Parole Officer’s Assessment” section to identify concerns noted during the interview with regard to physical and mental health, gender, ethnicity, culture, religion, language, being a visible minority, etc.

Annex C – Post-Sentence Community Assessment – Report Outline

Additional information for consideration has been added to the "Contributing factors" and "Overall assessment" sections of the report outline.

These amendments were made by the Reintegration Operations Division in collaboration with the Strategic Policy Division and in consultation with internal and external stakeholders.
