Guidelines 702-1: Pathways Initiatives
Why the policy was changed
In conjunction with the development of a new National Pathways Initiatives Handbook, modifications were made to Guidelines 702-1: Establishment and Operation of Pathways Initiatives to incorporate operational changes, to streamline existing direction to ensure it remains in line with best practices and legislative requirements, and to clarify responsibilities throughout the policy.
What changed
The following changes have been made to the policy:
Policy Bulletin
- the title of the policy has changed from “Establishment and Operation of Pathways Initiatives” to “Pathways Initiatives”
- roles and responsibilities throughout the policy have been strengthened and clarified
- Pathways admittance and exclusion criteria have been revised
- direction has been amended to make Pathways Initiatives more accessible to offenders at medium security sites and Intake Units
- direction has been amended to provide greater opportunity for Indigenous offenders to engage with Elders at maximum security sites
- clarifications have been made to policy direction relating to inputs into the Offender Management System (OMS)
- Annexes B and C have been created to clearly outline the elements of a supportive environment for Indigenous corrections and the operational requirements of Pathways.
How it was developed
The changes were developed by the Indigenous Initiatives Sector, Operations team, in consultation with the Strategic Policy Division, as well as internal and external stakeholders.
Who is affected by the policy
All staff, Elders and Spiritual Advisors responsible for Pathways-related activities are impacted.

Other impacts
The four separate Pathways Handbooks have been combined into one cohesive National Pathways Initiatives Handbook to provide clear direction for the future of the initiatives.
More offenders will be able to benefit from Pathways with the standardization of a Pre‑Pathways approach at the medium security level.
OMS enhancements have been made which allow for documentation of progress made by an offender in a Pathways Initiative. Specific OMS Casework Record screen changes include the addition of “Case Conference – Pathways” to the “Source of Information” table, and “Pathways Progress Review Meeting” to the “Type of Interaction” table.
