Why the policies were changed
Commissioner’s Directive (CD) 566-13 was reviewed and updated as part of the cyclic national policy review process. Guidelines (GL) 566-13-1 forms a new policy instrument that provides additional guidance on the utilization and management of detector dogs and establishes responsibilities and procedures for the control, verification and safeguarding of training aids.
What changed
Following changes made to the governance structure of the Correctional Operations and Programs Sector, the Detector Dog Program was transferred from the Security Branch to the Preventive Security and Intelligence Branch.
Responsibilities of the following positions have been updated within the policies: National Detector Dog Program Coordinator; Technical Advisor; Assistant Warden, Operations; manager of the Detector Dog Handler/Search Specialist; and Security Intelligence Officer.
The responsibilities of existing positions have also been adjusted to include more details and clarifications.
To ensure stronger consistency with the key procedures of the Detector Dog Program, the Procedures section of the CD has been transferred to the new GL 566-13-1. The procedures in these new GL align with the overall Detector Dog Program and its manual.
