Commissioner's update for correctional employees: December 16, 2024
This content is a message to Correctional Service Canada (CSC) staff from CSC's Commissioner.
Our mission: The Correctional Service of Canada, as part of the criminal justice system and respecting the rule of law, contributes to public safety by actively encouraging and assisting offenders to become law-abiding citizens, while exercising reasonable, safe, secure and humane control.

Last week, we welcomed back retired employee, Bill Staubi, to celebrate his career, the lasting impacts he made and to announce a new award in Bill’s name for employees that showcase 2SLGBTQIA+ Leadership here at CSC. The new Bill Staubi Award will recognize an employee who has made a lasting and substantial impact by actively supporting the 2SLGBTQIA+ community within CSC.
We named it after Bill who is known as a strong advocate for those who asserted their rights. He supported many who fought for the justice of the offenders in our care and our staff.
Bill’s strong leadership helped CSC, and the community, be a more inclusive, welcoming space for everyone.
This is a true milestone for our organization. Members of the executive team, CSC’s Pride Network and I were honoured to celebrate Bill’s lasting impact.
Art Solomon Recipient
Congratulations to Shannon Olynyk, the recipient of the 2024 Art Solomon Memorial Award! This recognition is a testament to Shannon’s unwavering dedication, leadership, and innovative contributions to improving lives of Indigenous offenders.
Shannon oversees the Indigenous Integrated Correctional Program Model (IICPM) program revisions, since November 2021, within the Reintegration Programs Division. During this period, she has distinguished herself by demonstrating leadership and developing innovative ideas.
On behalf of CSC, thank you for your work demonstrating deep respect for Indigenous culture, ensuring the programs promotes cultural teachings while addressing the needs of Indigenous offenders.
Children’s Aid Society Holiday Gift Program
I would like to thank everyone at NHQ for their usual generosity and support to help Ottawa’s most vulnerable children, youth, and families through the Children’s Aid Society (CAS) Holiday Gift Program. This year, $2200 in gift cards and over 200 gifts were donated by staff at NHQ. Representatives from CAS visited us last week to collect the gifts that will help brighten the holidays for many families this season!

Shannon Olynyk is the recipient of the 2024 Art Solomon Memorial Award.
I also want to thank Samar Sarkesh, who always goes above and beyond. She has organized this wonderful activity for 11 years now. Samar was rewarded with a Commissioner’s Challenge Coin to show appreciation for her commitment to helping others.
I know many employees in the regions have also organized donation activities to lend a hand to the families in need this holiday. You are taking time to give back to our communities. Your generosity is truly inspiring, thank you.
Holiday Season
December is a festive and meaningful time in many cultures. Many of you will be celebrating, whether it is Yule, from December 21 to January 1st, Hanukkah from December 25 to January 2, Christmas on the 25th, Kwanzaa from December 26 to January 1 or Ōmisoka on the 31st. I wish you a wonderful holiday season.
This will be my last weekly message of the year. To close this chapter, I want to thank each and every one of you for the amazing work you did this year. 2024 was filled with accomplishments, challenges, and learning opportunities. Through hard times, you came together and showed incredible resilience, commitment and dedication. Please take time this season to rest and recharge if you can and celebrate. You all truly deserve it.
I know that some of you will be working in the upcoming days and weeks to maintain our operations. This may take time away from your families and friends. I want to extend a special thanks to you.
I appreciate your continuous efforts and the passion you bring to your work.
