Commissioner's update for correctional employees: March 10, 2025

This content is a message to Correctional Service Canada (CSC) staff from CSC's Commissioner.

Our mission: The Correctional Service of Canada, as part of the criminal justice system and respecting the rule of law, contributes to public safety by actively encouraging and assisting offenders to become law-abiding citizens, while exercising reasonable, safe, secure and humane control.

Our core values: Respect, fairness, professionalism, inclusiveness, and accountability.

Last week, CSC received an exemption under the Radiocommunication Act to allow authorized staff to use radiofrequency jammers. This exemption is the first of its kind in Canada to be granted to federal correctional facilities and gives us another layer of security in our institutions. We will now be able to use this tool to prevent communications and contraband deliveries. This is another way for us to fight crime from the inside, and an important development in our work to enhance security and safety. This is the result of years of work led by our staff. I want to thank our union partners, staff, and colleagues across the federal government who helped make this a reality.

Correctional Training Program graduation

At the end of last year, many new Correctional Officers graduated from the Correctional Training Program. I wanted to share this short video of KIN 06 in the Ontario region to celebrate their huge accomplishment. This is one of many groups who graduated from the program within the past year. New “Prisons Inside/Out” episode: National Monitoring Centre

In the latest episode of “Prisons Inside/Out”, we talk to Daniel Kletke, a supervisor at the National Monitoring Centre (NMC).

The NMC team plays a crucial role in CSC’s mission. They are the eyes and ears of CSC and work 24/7 to ensure community safety.

Daniel shares details on how he and his team handle this dynamic responsibility each and every day.

French delegation visit to the Quebec Region

On February 20, the Quebec Region hosted a delegation from the French embassies in Ottawa and Washington, D.C.

Staff at the Regional Reception Center provided a tour of their facility and shared CSC’s approach with inmates convicted of drug trafficking as well as with those associated with security threat groups. Participants discussed high-security environments with federal correctional experts.

Major Seizures

I want to highlight once again the impressive work that is being done to keep our institutions and communities safe. These seizures reflect the great work, commitment and attentiveness of our staff.

A package containing contraband and unauthorized items, including cell phones and accessories, steroids capsules, and THC/hashish was intercepted from a drone drop at Springhill Institution. The total estimated institutional value of these seizures is $300,000.

Another package containing unauthorized items was seized at Warkworth Institution. The unauthorized items seized included tobacco. The total estimated institutional value is $92,730.

Staff at Dorchester Penitentiary also seized a significant package containing contraband and unauthorized items on March 3. The items seized included methamphetamine, MDMA, shatter/THC, tobacco, marijuana, nicotines patches, and cell phones with a total estimated institutional value of $941,502.
