Commissioner's update for correctional employees: March 2, 2026

This content is a message to Correctional Service Canada (CSC) staff from CSC's Commissioner.

Our mission: The Correctional Service of Canada, as part of the criminal justice system and respecting the rule of law, contributes to public safety by actively encouraging and assisting offenders to become law-abiding citizens, while exercising reasonable, safe, secure and humane control.

Our core values: Respect, fairness, professionalism, inclusiveness, and accountability.

On Friday, I presented to a group of Assistant Deputy Ministers taking part in the Executive Leadership Development Program offered by the Canada School of Public Service. I was a graduate of the program myself and it was another great opportunity for me to share the important work we do here at CSC. I also shared with them a little bit about my career path in various positions across the organization since joining CSC 43 years ago. I am mentioning this because I have been reading about many of your inspiring career paths in our Behind The Badge article series.

I have been very impressed by your stories. Your broad skills and experience have helped shape the important work you do every day. I will echo something Henry Saulnier, Warden at Warkworth Institution, recently said in his “The Service for Canada” video: “I think my biggest advice I would share is just, for staff, to take advantage of opportunities as they come. And, sometimes, you know, they happen quickly. Sometimes they happen over time. But be open-minded. Corrections has a lot of opportunities for people. Sometimes people get into positions that they never saw themselves getting into.”

Meeting with the Regional Victim Services Managers

Last week, Regional and National Victim Services came together to exchange ideas, best practices, and initiatives, and to begin mapping out the centralization of the National Victim Services Program, which is one of our Comprehensive Expenditure Review (CER) initiatives.

We are grateful to all our Victim Services Program employees for their dedication and commitment to advancing our priorities and for strengthening the support we provide to victims across the country. CSC serves over 9,000 victims and survivors of crime. Thank you to everyone involved for a productive and insightful meeting.

National Ethnocultural Advisory Committee Meeting

I was pleased to meet with our National Ethnocultural Advisory Committee (NEAC) last Tuesday. Community representatives from across Canada came together with senior leaders and staff to discuss important initiatives and gather feedback. Discussions focused on CSC’s Comprehensive Expenditure Review, employee representation, the Black Health Strategy, the evaluation of the Black Offender Strategy, our Security Threat Group Strategy, and a regional roundtable focused on activities that support offenders.

Our Ethnocultural Advisory Committees across the country provide valuable insights and perspectives in an effort to continue enhancing support and services for offenders. For 25 years, feedback gathered has helped inform organizational actions and continuous service improvement. By incorporating input from those with lived experience, we end up with better products, initiatives and results. Thank you to everyone involved and to the Citizen Engagement team for organizing these meetings and working closely to consult with this group – we had over 25 engagements with NEAC over the past year alone. Amazing work!

The Service, For Canada with Chinedum from Edmonton Institution

I just watched the latest “The Service, For Canada” video with Chinedum Uwa, a Correctional Manager from Edmonton Institution.

I was impressed with Chinedum’s enthusiasm, passion and leadership. I hope you will watch the video to learn more about him and the important work he does.

Chinedum, thank you for your service.

Pink Shirt Day

For Pink Shirt Day, CSC employees proudly wore pink to take a stand against bullying. I was happy to get together for a photo with some of our employees from National Headquarters. I was proud to see that many showed their support for the cause. CSC remains committed to promoting a respectful and inclusive work environment.

I want to thank you again for your commitment and hard work.
