A departmental plan describes a department’s priorities, plans and associated costs for the upcoming three fiscal years.
Key priorities
The Correctional Service of Canada’s (CSC) corporate priorities stem from its mission, legislative framework and risk profile. They provide specific focus for the organization’s direction, programs and initiatives. CSC has six priorities that are all equally important.
- Safe management of eligible offenders during their transition from the institution to the community, and while on supervision.
- Safety and security of the public, victims, staff and offenders in institutions and in the community.
- Effective, culturally appropriate interventions and reintegration support for First Nations, Métis and Inuit offenders.
- Effective and timely interventions in addressing mental health needs of offenders.
- Efficient and effective management practices that reflect values-based leadership in a changing environment.
- Productive relationships with diverse partners, stakeholders, victims’ organizations, and others involved in support of public safety.
Refocusing Government Spending
In Budget 2023, the government committed to reduce spending by $14.1 billion over the next five years, starting in 2023 to 2024, and by $4.1 billion annually after that.
As part of meeting this commitment, CSC is planning the following spending reductions:
- 2024 to 2025: $48,527,000
- 2025 to 2026: $60,459,000
- 2026 to 2027 and after: $85,551,000
CSC will achieve these reductions by doing the following:
- Reductions in Operational Support Services for a total reduction of ($41.8M) ongoing by 2026 to 2027; and
- High-Risk Operational Reductions for a total reduction of ($43.7M) ongoing by 2026 to 2027.

A Departmental Results Framework consists of an organization’s core responsibilities, the results it plans to achieve, and the performance indicators that measure progress toward these results.
Core Responsibility 1: Care and Custody
Departmental results:
- Institutions are safe and secure.
- Inmates are managed in a humane manner.
- Planned spending: $2,017,486,581
- Planned human resources: 10,989
- Maintain the effective operations of the Structured Intervention Units and monitor compliance with relevant legislative obligations.
- Monitor compliance of Commissioner’s Directive 574, Sexual Coercion and Violence in CSC institutions.
- Finalize the pilot on the use of body-scanners in institutions, and based on results, implement, and monitor its use in institutions.
- Modernize detection technologies to better assist staff in their contraband enforcement activities.
- Align CSCs National Drugs and Substances Strategy with the Canadian Drugs and Substances Strategy.
- Develop a National Security Threat Group (STG) Strategy, to address barriers for offenders affiliated with a STG (gang) and safely manage these offenders throughout their sentence.
- Implement the Person Health Care Home Model, CSC’s comprehensive patient-centered approach to providing care, including continuous quality improvement.

Core Responsibility 2: Correctional Interventions
Departmental results:
- Offenders are prepared for their release from CSC’s jurisdiction as law-abiding citizens.
- Planned spending: $516,908,819
- Planned human resources: 4,493
- Increase the number of offenders who complete required programming by their parole eligibility date.
- Work with Indigenous communities and Indigenous partners across the country to effectively respond to the needs of Indigenous offenders, particularly those that express interest in establishing either Section 81 agreements or Section 84 release plans.
- Increase community supports and opportunities for inmates in Structured Intervention Units (SIUs) to interact with others, spend time outside their cells, and avail themselves of the services in SIUs.
- Ensure Elder assessments and reviews are considered in decisions for transfer and/or discretionary release of Indigenous offenders, including those in SIUs.
- Launch the Black Offender Strategy and begin incorporating the most successful pilots into national policy and practice.
- Enhance the management and learning development frameworks of the National Victim Services Program to better measure, report, and ensure compliance with established legislative and policy timeframes for victim notification.
- Review and enhance the employment and employability program to address the needs of various population groups, including women, Indigenous, and ethnocultural offenders, and those with health needs.
- Continue to develop the penitentiary agriculture program and agreements with educational facilities and organizations that support the provision of industry-recognized vocational training for offenders and can effectively prepare offenders for job opportunities.

Core Responsibility 3: Community Supervision
Departmental results:
- Offenders are law-abiding citizens while under community supervision.
- Planned spending: $187,779,417
- Planned human resources: 239
- Enhance electronic monitoring (EM) services, by augmenting their ability to monitor high risk offenders’ compliance with special condition(s) that include geographical restrictions.
- Update EM program policy instruments to reflect the current operational environment.
- Review community performance measures for data quality, validity, and accuracy, ensuring any measurement issues can be addressed through the Offender Management System modernization project.
- Validate current and projected offender community accommodation requirements using reliable and stable data from the Offender Accommodation Management and Offender Management Systems.
- Build and strengthen community partnerships related to palliative and end-of-life care.
