Introduction
The Correctional Service of Canada (CSC) is the federal government agency responsible for administering court imposed sentences of a term of 2 years or more. We are responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.
The objective of this CSC Annual National Procurement Plan is to provide industry and the public information regarding our anticipated contracting activities for fiscal year 2024 to 2025 and provide strategic information on the purchases we make to fulfill our mandate and meet operational requirements.
Through improved procurement planning, CSC has streamlined our procurement processes and we are better enabled to plan purchases, while at the same time respecting policies, regulations, and trade agreements.
Projected major procurement activities
CSC's procurement plan identifies projected major procurement activities, as outlined in table 1. In adherence with the principles of access and transparency, the list aims to provide potential suppliers with a view of our planned procurement activities in order for you to be prepared to respond to the demand.
Important points on the list of projected major procurement activities:
- only includes planned procurement activities that are estimated over $250,000
- only includes new procurement activities and excludes expenditures towards existing procurements
- all planned procurement activities are subject to change or cancellation
- all details regarding the procurement activities are only available once the solicitation is formally released
Fair, open, and transparent
In line with other departments that procure goods, services, and construction to meet corporate objectives, CSC strategically manages procurement spending, risks, and efficiencies through an established departmental procurement governance structure. This structure is complemented by a framework to ensure that contracting and materiel management activities are conducted in a fair, open, and transparent manner demonstrating sound stewardship and best value consistent with the Government of Canada’s socio-economic and environmental objectives.
CSC is committed to advance Government of Canada’s socio-economic and environmental objectives by:
- increasing opportunities for Indigenous businesses through the federal procurement process
- where appropriate, including accessibility considerations when specifying requirements for goods, services, and construction, and ensuring that deliverables incorporate accessibility features
- where appropriate, including environmental considerations when specifying requirements for goods, services, and construction, and leveraging procurement practices
- where appropriate, including human rights considerations throughout the procurement process, to prevent and reduce risks of unethical business practices in markets where risks are the highest, and to ensure that suppliers that do business with the government operate in a socially responsible manner
- ensuring that the competitive process is standard practice by seeking tender proposals on CanadaBuys or through limited tendering for procurements not subject to trade agreements

CSC is relatively consistent in the type of goods, services, and construction we procure to meet operational needs and legislation requirements. The following list represents our major commodity areas:

For the provision of professional services such as:
- management consulting
- human resources

- investigative services
Information technology equipment and services
For the purchase and provision of:
- hardware
- software, and
- specialized services to support corporate systems
Community services
For the provision of:
- services to support community reintegration and
- community-based residential facilities
Security and Protection Equipment
For the purchase of security and protection equipment for correctional officers and institutions, such as:
- protective gear
- weapons
- security systems and equipment, and
- ammunition
Food Services
For the purchase and provision of food products and kitchen equipment for institutions.
Health Services
For the purchase and provision of essential health services and equipment, such as:
- physicians
- dentists
- psychologists
- medication, and
- medical devices and equipment
Indigenous Services
For the provision of services to support Indigenous offenders.

This website provides access to information that is disclosed as part of the federal government’s commitment to enhance accountability and transparency, including the proactive publication of contracts over $10,000.
Information on Public Services and Procurement Canada standing offers and supply arrangements can be found through the Standing Offers and Supply Arrangements Application (SOSA App). The SOSA App is a secure, web-based application for finding federal standing offers and supply arrangements in one location.
You can find Government of Canada contracting opportunities in your industry online, as well as past awards, by accessing and searching for tenders on CanadaBuys. This website is a key resource dedicated to federal government procurement. It is the central procurement resource for federal government buyers and industry suppliers. The user-friendly site includes lists of pre-qualified government suppliers and information on standing offers and supply arrangements.
The site also provides valuable information for businesses that want to supply goods services, and construction to the government, such as:
- a clear and simple breakdown of the various steps to doing business with the Government of Canada
- how to register in the Supplier Registration Information system
- access to commodity codes and lists
- information on promoting your business
- information on useful seminars on the procurement process
