Independent Chairpersons appointments

From coast to coast, there are opportunities for highly qualified people to make a difference in federal corrections by contributing to the inmate disciplinary process.
Mandate
The general mandate of Independent Chairpersons is to ensure fair and impartial adjudication proceedings for inmates charged with serious disciplinary offences through:
- conducting disciplinary offence hearings
- participating in information sessions
- participating in orientation
- participating in consultation sessions with staff members and/or inmates
Independent Chairpersons are appointed by the Minister of Public Safety Canada under the authority of Section 24 of the Corrections and Conditional Release Regulations. As such, they are independent of the Correctional Service of Canada. Appointments are for a period of no more than 5 years, but may be renewed by the Minister.
Independent Chairpersons services are generally required once a week, depending on the institution. The Independent Chairpersons is paid on a per diem basis plus travelling expenses, as per Treasury Board Guidelines, unless virtual hearings are held and no travel occurs. Independent Chairpersons are normally assigned to a particular institution but may be required to attend other institutions, when necessary.
Criteria to apply
Please ensure that your curriculum vitae and your letter of application demonstrates how you meet the criteria below. It is not sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. Rather, you must clearly demonstrate how, when, and where the qualification was met by using examples.
Information on your skills, experience, etc. provided in screening questions should be supported by your resume. Failure to provide the above information in the format required may result in your application being rejected from the process.
Applicants who reside in the region/area and are within approximately 100 km will be considered.
Essential qualifications
To be considered, your application must clearly explain how you meet these qualifications, which will be applied or assessed at a later date:
- Recent* experience in legal or criminal justice processes
- Ability to make decisions
- Ability to communicate effectively orally
- Ability to communicate in writing
- Interpersonal relationships
- Leadership skills
- Discretion
- Values and ethics
- Bilingual (where applicable)
*Recent experience is defined as in the last 3 years.
Asset qualifications
If you possess any of these assets, your application must also clearly explain how you meet the qualifications:
- Experience in an independent decision-making role
- Experience working with offenders in a federal institution or community operational site
- Knowledge of the inmate disciplinary process
